Dear Ms. Best:
Thank you for contacting the Gerald R. Ford Presidential Library with your
question. Although the folder you are interested in viewing is not in a
collection of federal records, and not subject to FOIA, we would be more
than happy to help you.

The folder is open and available for research or reproduction. The
documents relate to voting rights enforcement and observation. There are
approximately 75 pages in the folder, and we can send you a PDF of the
entire contents for the standard National Archives rate of $0.80/page. If
you would like to proceed with a reproduction order, please let me know and
I will have our staff member in charge of that contact you directly.

I hope that this information is helpful, and please feel free to contact me
if you have any more questions.

Sincerely,
Stacy

Dear Emma Best:

Thank you for inquiring about reproduction copies. The Ford Library offers
the option of digital reproductions for researchers ordering entire
folders. The cost is .80 cents per page for copies (digital or paper) with
a minimum order charge of $20.00 (equivalent to 25 pages). A review of your
requested folders shows an estimated total page count of 75 pages. The
total cost to you would be at or around $60.00. Since you are ordering
entire folders you have the option to receive reproductions as either paper
copies or digital files. Please let me know which format you would like.
Individual documents will be copied onto paper and mailed.

Attached is a reproduction order form for you to complete; please let me
know if you have any problems opening the file. When you fill out, please
make sure to include the billing address beneath your name at the top of
the page. You can submit your payment information by email, mail, fax, or
phone, whichever you prefer. If you are paying with a credit card and want
to return the form via email without physically signing it, we need you to
include a statement in your email authorizing the Ford Library to charge
your card.

Once we’ve received your payment and completed the reproducing the material
will be mailed, emailed or faxed to you.

Please feel free to contact me if you have any questions about your order.

Best regards,

John J. O’Connell

It would have been nice if you'd actually sent me the documents, or since they were going on the website (and thus reproduced for the world and not specifically for myself) perhaps not charged at all.

From: Gerald R. Ford Library

Dear Ms. Best
The Ford Library sent you the digital file via a link to ensure that you
received it without any file size restrictions. You may download and save
the file to your own computer from the web browser. We have file size
limitations on what we can send via e-mail, and many of our researchers
have file size limitations on what they can receive. The link you received
is not currently available on our website for other researchers to locate.
The material you requested was not part of a current or upcoming
digitization project, and the only way to get a copy of the material is to
visit the Library or order a reproduction at the standard National Archives
rates.

That being said, we believe in providing access to as much information as
possible to everyone. In the future (probably months from now), we hope to
put more of our digitized folders that were scanned for reproductions on
our website to provide free access to those materials. Through our
in-house digitization projects and our researcher requests we hope to
"pay-it-forward" for future researchers. If this material had been
previously digitized for another researcher we would not have charged you.
Hopefully you will benefit from requests by other researchers.

If you have any further questions, please feel free to contact me.

Sincerely,
Stacy
