To Whom It May Concern:
Pursuant to the Oklahoma Open Records Act, I hereby request the following records:
All police records, including incident reports, witness testimonies, and/or officer narratives, pertaining to a suicide incident that took place on June 16 2013 and was handled by the Tulsa Police Department. According to a local news report, a woman came home to find that her husband had been decapitated:
http://www.krmg.com/news/news/local/man-found-decapitated-police-suspect-suicide/nYNZh/
I do not know precise location of the incident. However, according to the same news report, the incident occurred near the intersection of East 46th Street and South Sheridan Road. More precisely, a photograph of the house where the suicide occurred depicts a residence at 4712 S 66th E Ave, which may be the exact address.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.
Sincerely,
J.K. Trotter

Mr. Trotter,
I sent a response to your appeal on October 17th. I have attached the response again for your convenience.
From: J.K. Trotter
Hello,
Thank you for the response. In the response letter, you write that the attached document, which appears to be a screenshot of police dispatching software, is “the only information available for your recent request.”
The screenshot does not contain much information. Was there any kind of police report or narrative written by the police officers who responded to the incident? That would be the kind of document that I am looking for.
In other words: Are you withholding a more detailed record of the incident, or does such a record not exist?
Thanks again,
J.K. Trotter
