Pursuant to the Tennessee Public Records Act, I hereby request the following records:
All current operating manuals, user guides, and internal training materials for use of the National Crime Information Center database.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

On May 22, 2023, this office received your public records request for “all current operating manuals, user guides, and internal training materials for use of the National Crime Information Center database.” To the extent your request is intended to include documents developed and maintained by the Federal Bureau of Investigation (“FBI”), please be advised the Tennessee Bureau of Investigation (“TBI”) is not the appropriate custodian of records. We would recommend contacting the FBI directly for any such documents.
It is our understanding you are seeking internal documents of the TBI. Upon review, we have gathered responsive records and estimate costs for time spent locating, retrieving, reviewing, and reproducing records will be between $20-$30. This estimate excludes the first hour reasonably necessary to produce records.
Please let us know if you agree to this estimate, and we will move forward with fulfilling your request.
