One known shooting occurred in December 1993 near South 26th Street and Pacific Ave. Another shooting was May 20, 1996 and involved the shooting of Darrell Coleman.

The City is required by State law to timely comply with all requests for public records, but has the option to provide prior notice of release to a person named in the records or to whom the records pertain pursuant to RCW 42.56.540. RCW 42.56.540 states: The examination of any specific public record may be enjoined if, upon motion and affidavit by upon motion and affidavit by an agency or its representative or a person who is named in the record or to whom the record specifically pertains, the superior court for the county in which the movant resides or in which the record is maintained, finds that such examination would clearly not be in the public interest and would substantially and irreparably damage any person, or would substantially and irreparably damage vital governmental functions.  An agency has the option of notifying persons named in the record or to whom a record specifically pertains, that release of a record has been requested. Consequently, the City is providing this notification to Barry Paris and Union Representative Detective Betts to provide reasonable opportunity to review the records and determine whether they wish to seek a court order prohibiting or restricting disclosure. RCW 70.48.100 Jail register, open to the public—Records confidential—Exception. (1) A department of corrections or chief law enforcement officer responsible for the operation of a jail shall maintain a jail register, open to the public, into which shall be entered in a timely basis: (a) The name of each person confined in the jail with the hour, date and cause of the confinement; and (b) The hour, date and manner of each person's discharge. (2) Except as provided in subsections (3) and (4) of this section, the records of a person confined in jail shall be held in confidence and shall be made available only to criminal justice agencies as defined in RCW ; or 43.43.705 (a) For use in inspections made pursuant to *RCW 70.48.070 (b) In jail certification proceedings; (c) For use in court proceedings upon the written order of the court in which the proceedings are conducted; (d) To the Washington association of sheriffs and police chiefs; (e) To the Washington institute for public policy, research and data analysis division of the department of social and health services, higher education institutions of Washington state, Washington state health care authority, state auditor's office, caseload forecast council, office of financial management, or the successor entities of these organizations, for the purpose of research in the public interest. Data disclosed for research purposes must comply with relevant state and federal statutes; (f) To federal, state, or local agencies to determine eligibility for services such as medical, mental health, chemical dependency treatment, or veterans' services, and to allow for the provision of treatment to inmates during their stay or after release.
