Pursuant to the Washington Public Records Act, I hereby request the following records:

1. I request an electronic copy of all email communications between any employee of the Tacoma Public Schools and any member of the Washington School Personnel Association for the years 2014-2020.

2. I request an electronic copy of all emails in the possession of the Tacoma Public Schools to or from any user of the internet domain WSPA.NET for the years 2016-2020.

3. I request an electronic copy of all RECORDS and WRITING, documents, agreements, meetings, papers, scheduling, etc. referencing the Washington School Personnel Association for the years 2014-2020.

The Washington School Personnel Association is a Washington State Non profit corporation located at 6118 PARKSIDE DR, ANACORTES, WA, 98221.
The stated purpose of the Washington School Personnel Association is to promote professional growth in school personnel administration and effective human resources practices and procedures in public, private, and post-secondary education, utilize technology to advance the Association’s purpose and goals, influence legislative action on WSPA-endorsed issues, advance WSPA as an influential association with other organizations, OSPI, legislators, and school personnel, develop and implement a sound short-and long-term fiscal plans that support the Association’s goals.

RCW 42.56.010(4) Definition of “Writing”

(4) "Writing" means handwriting, typewriting, printing, photostating, photographing, and every other means of recording any form of communication or representation including, but not limited to, letters, words, pictures, sounds, or symbols, or combination thereof, and all papers, maps, magnetic or paper tapes, photographic films and prints, motion picture, film and video recordings, magnetic or punched cards, discs, drums, diskettes, sound recordings, and other documents including existing data compilations from which information may be obtained or translated.

Part 3 of your request will take considerably longer. Based on an initial search, there are over 20,000 emails that are responsive to this portion. This does not include any non-email records that I might find within the school district. I am seeking clarification on this portion of the request. If you can narrow your requested records types, be more specific to the types of records for which you are seeking or provide additional search terms this may reduce the estimate of time. Because this portion of your request is so broad, it is difficult to estimate the amount of time it will take to produce all records. With that stated I estimate that it will take, at a minimum, one year to produce the records.
This estimate is based on the number of previously pending public records requests that our office is responding to, the time needed to locate and assemble the records requested, the need to determine whether any of the records are exempt from public disclosure, as well as other work for which I am responsible. This letter acknowledges and responds to your public records request received by the Tacoma School District on February 3, 2020. It is my understanding that you are seeking the following records:

1. I request an electronic copy of all email communications between any employee of the Tacoma Public Schools and any member of the Washington School Personnel Association for the years 2014-2020.

2. I request an electronic copy of all emails in the possession of the Tacoma Public Schools to or from any user of the internet domain WSPA.NET for the years 2016-2020.

3. I request an electronic copy of all RECORDS and WRITING, documents, agreements, meetings, papers, scheduling, etc. referencing the Washington School Personnel Association for the years 2014-2020.

In response to your email received 6/24/20, we acknowledge that you have declined to narrow down the request and understand that the third portion of this request will take a considerable amount of time. We are required to notify you of the exemptions; however, it is at our discretion how to log that information. As of the previous installments, all exemptions were due to one exemption type. Along with the 13th and 14th installments, the exemption logs provided noted another exemption type other than being due to employee privacy. There were no exemptions with the 15th, 16th, 17th, 18th, 19th, 20th and 21st installments. There was an exemption for the 22nd installment and there are no exemptions with the 23rd, 24th, 25th, 26th, 27th, 28th, 29th, 30th, 31st or this current installment.

Part 3 of your request will take considerably longer. Based on an initial search, there are over 20,000 emails that are responsive to this portion. This does not include any non-email records that I might find within the school district. Because this portion of your request is so broad, it is difficult to estimate the amount of time it will take to produce all records. With that stated, the original estimate of one year will need to be extended to produce the records. At this point, we will provide estimates per installment. We estimate that there will be several more installments.

This estimate is based on the number of previously pending public records requests that our office is responding to, the time needed to locate and assemble the records requested, the need to determine whether any of the records are exempt from public disclosure, as well as other work for which I am responsible. This request will be provided in installments. I estimate the next installment will be available in approximately one month, September 22, 2022. This letter acknowledges and responds to your public records request received by the Tacoma School District on February 3, 2020. It is my understanding that you are seeking the following records:

1. I request an electronic copy of all email communications between any employee of the Tacoma Public Schools and any member of the Washington School Personnel Association for the years 2014-2020.

2. I request an electronic copy of all emails in the possession of the Tacoma Public Schools to or from any user of the internet domain WSPA.NET for the years 2016-2020.

3. I request an electronic copy of all RECORDS and WRITING, documents, agreements, meetings, papers, scheduling, etc. referencing the Washington School Personnel Association for the years 2014-2020.

In response to your email received 6/24/20, we acknowledge that you have declined to narrow down the request and understand that the third portion of this request will take a considerable amount of time. We are required to notify you of the exemptions; however, it is at our discretion how to log that information. As of the previous installments, all exemptions were due to one exemption type. Along with the 13th and 14th installments, the exemption logs provided noted another exemption type other than being due to employee privacy. There were no exemptions with the 15th, 16th, 17th, 18th, 19th, 20th and 21st installments. There was an exemption for the 22nd installment and there are no exemptions with the 23rd, 24th, 25th, 26th, 27th, 28th, 29th, 30th, 31st, 32nd, 33rd, 34th, 35th, 36th or this current installment.

Part 3 of your request will take considerably longer. Based on an initial search, there are over 20,000 emails that are responsive to this portion. This does not include any non-email records that I might find within the school district. Because this portion of your request is so broad, it is difficult to estimate the amount of time it will take to produce all records. With that stated, the original estimate of one year will need to be extended to produce the records. At this point, we will provide estimates per installment. We estimate that there will be several more installments.

This estimate is based on the number of previously pending public records requests that our office is responding to, the time needed to locate and assemble the records requested, the need to determine whether any of the records are exempt from public disclosure, as well as other work for which I am responsible. This request will be provided in installments. I estimate the next installment will be available in approximately one month, April 17, 2023. I will contact you on or about April 17, 2023, regarding the status of your request.
