Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Any database or other records of hate crimes or crimes evidencing bias of race, color, ancestry, ethnicity, religion, gender, gender identity, sexual orientation, national origin or disability reported to or investigated by your agency since Jan. 1, 2010, including where available, but not limited to:

the incident number
date of the incident
whether the crime was against individuals or a business / property
number of victims
race or ethnicity of the victims
gender of the victims
the offense classification
the location of the incident
the bias motivation (anti-black, anti-muslim, etc)

I would like the records in a machine-readable, electronic format if possible. If the records are kept in another format, or kept individually, I would still like copies.

This request is made as part of the Documenting Hate Project, a collaboration involving dozens of news organizations, led by ProPublica. Coverage from the project is compiled at https://projects.propublica.org/graphics/hatecrimes#hatecrime-coverage. This request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is a follow up to my August 14 email to you below regarding your below-referenced August 7, 2017, public records request, which states the following:

Any database or other records of hate crimes or crimes evidencing bias of race, color, ancestry, ethnicity, religion, gender, gender identity, sexual orientation, national origin or disability reported to or investigated by your agency since Jan. 1, 2010, including where available, but not limited to:

the incident number
date of the incident
whether the crime was against individuals or a business / property
number of victims
race or ethnicity of the victims
gender of the victims
the offense classification
the location of the incident
the bias motivation (anti-black, anti-muslim, etc)
As I advised previously, your request was forwarded to staff in the Spokane Police Department, including the Police Records Unit, for review and compiling of responsive records, if any; however, I am advised by staff that the information you are seeking is not indexed or tracked in the SPD's records management databases. For staff from the SPD Records Unit to determine if any responsive incident reports can be located, specific incident numbers, names of involved parties (including date of birth) and/or date and location of an incident, would be needed.

Please provide clarifying identifying information that would enable SPD staff to perform a further search for records as indicated above. Please provide any such clarification within 30 days of today's date, or by September 21. If no clarification is received from you by that date, your August 7, 2017, public records request will be considered concluded and closed, and a new request would be required in this matter after September 21.

Hi Laurie,

Thanks for getting back to me. Does the Spokane Police Department not internally track hate crimes in any way? In Washington, as I'm sure you know, agencies are required to submit monthly reports on hate crimes to the association of sheriffs and police chiefs. Are there internal records kept to satisfy this requirement? It's A-OK if they don't have the full suite of fields I asked about -- even incident number, incident date, bias motivation and crime classification would be enough.
