Staff roster including but not limited to first and last names, job titles, areas of assignment, and badge, serial, and other identifying numbers. In order of preference, I would prefer that this data be provided as: OpenDocument spreadsheet, plain text with comma-separated-values (i.e., a "CSV" file), Excel spreadsheet, or the native electronic format of the software from which this information is retrieved in fulfillment of my request. I specifically request that you not create a new record for me by rendering to PDF or by printing your electronic record then scanning it to make a series of images of the printed data.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. I understand merely stating that I will not be using records for commercial purposes is not sufficient, and so further details are: to use this public record to inform myself and the public at large of whom we, the people, employ to work as peace officers in the city of Spokane, what those employee's general assignments are, and how they are identified by your agency when names are not available (e.g., when one is identified only by "badge number").

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

As your request is written, we interpret it to mean you are seeking a staff roster for officers from the Spokane Police Department.  However, is this request meant to include all City of Spokane employees?  Please clarify this point at your earliest opportunity.
We anticipate an installment will be available in approximately 30 days, or on or about January 23, contingent upon receiving the above-requested clarification.  We will follow up with you on or about that date regarding the status of your request.  If public records become available in advance of this estimate, we will let you know.  Conversely, if City staff encounters a need to extend our estimate, we will advise accordingly.

This is to acknowledge receipt of your January 2, 2023, message regarding your public records request assigned tracking number P011870-122122.  In your correspondence, you clarified that your request is seeking information/records for employees of the Spokane Police Department only and not all City employees.  We appreciate the clarification.  In further reviewing your request, some additional clarification is required.
Are you seeking a roster of only uniformed Spokane Police Department employees or civilian employees in the SPD as well?  Your request references " . . . badge, serial, and other identifying numbers."  We are unclear as to what you mean by "serial."   Officer badge numbers and employee ID numbers can be provided, however, other than those numbers, what do you mean by "any other identifying numbers" and serial"?  Lastly, your request references " . . . areas of assignment . .".  We interpret this to mean departments or units of the Spokane Police Department (for example, "Major Crimes," "Patrol," "SWAT," etc.)  If our understanding is incorrect, please clarify as to you what you are seeking with respect to this portion of your request.

This is a follow up to my January 3 correspondence to you regarding your public records request assigned tracking number P011870-122122.  This is to also acknowledge your January 6 message wherein you provided additional clarification of your request.
Also, regarding your message of January 17, since the second week of January, I have been performing in the capacity of Acting City Clerk while the City Clerk is out on FMLA leave.  These added responsibilities have had an impact on the my available time to devote to public records requests.
Your public records request states that any records received under this request will not be used for commercial purposes, and we acknowledge the additional information you provided as to the intended use for any records received.  However, as you may already be aware, an appellate court decision, SEIU Healthcare 775 NW v. DSHS, 193 Wn. App. 377 (2016) holds that when a city receives a request for documents that includes a list of individuals, the City is required to determine whether the list will be used for “commercial purposes.” The case concluded that a requestor has a commercial purpose if the requestor intends to use the list for direct or indirect profit-making activity, regardless of whether the requestor intends to contact the individuals on the list or even if the individuals are personally affected by the release of the list or not. If the City has some indication that a requester intends to use a list of individuals for a commercial purpose, we are required to “investigate further” before we disclose that list.
Although, as I stated above, you have provided some information as to your intended use of any provided records, we ask that you fill out and return the attached Commercial Purpose declaration, which includes additional questions we use to make an independent evaluation as to whether or not your purpose is commercial or not.

To avoid unnecessary delay in obtaining records for your request, please return the completed declaration at your earliest opportunity. We will follow up with you within five business days as to the validity of the stated purpose(s) relating to your request. Please return the completed declaration within 30 days of today's date, or by February 24, 2023.  We anticipate the responsive records will be available approximately 14 days from the date of receipt of a completed declaration determined to be valid.  If responsive records become available sooner than the estimated 14-day window, we will let you know.

When I entered the URL into a browser, it brought me to page where, in order to respond to a request, required an eight-letter passcode that was supposedly provided at the time of the request.  I was not able to locate such a code.
