Pursuant to the Washington Public Records Act, I hereby request the following records:

Staff roster including but not limited to first and last names, job titles, areas of assignment, and badge, serial, and other identifying numbers. In order of preference, I would prefer that this data be provided as: OpenDocument spreadsheet, plain text with comma-separated-values (i.e., a "CSV" file), Excel spreadsheet, or the native electronic format of the software from which this information is retrieved in fulfillment of my request. I specifically request that you not create a new record for me by rendering to PDF or by printing your electronic record then scanning it to make a series of images of the printed data.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Our procedure is to locate records, review them for exemptions, and then prepare them for your inspection and/or copying. The undersigned will be coordinating with other County departments in the collection, review and production of responsive records.

Dear Sir or Madam:

I appeal. You did not provide the record, but instead did what I specifically requested that you not do, which was to create a new record by rendering the record to PDF. As a reminder, on May 28, 2021, along with my request, I wrote, " I would prefer that this data be provided as: OpenDocument spreadsheet, plain text with comma-separated-values (i.e., a "CSV" file), Excel spreadsheet, or the native electronic format of the software from which this information is retrieved in fulfillment of my request. I specifically request that you not create a new record for me by rendering to PDF or by printing your electronic record then scanning it to make a series of images of the printed data.'

A PDF is intended for printing or for naked-eye use by a human. It is not a data format suitable for searching, importing, or other analysis of tabular data such as records in your database of employees. Please imagine if every spreadsheet you were tasked with manipulating was instead provided to you as a PDF. It would make your job much more difficult, if possible at all. Imagine if members of the public wished to combine rosters from law enforcement agencies into a statewide database, or to track movements of people as they left one agency to work for another, and when the requested staff rosters, they received paper copies or PDFs--they would have to transcribe all of the data. What you did makes the public record less valuable to the public, and presumably created extra work for yourself.
