Absolutely any and all materials related to the provision by a non-public or non-governmental agency - such as a private company - of water and water services within the jurisdiction of this agency. Please include all applicable service and financial applications and agreements, including, but not limited to, the following materials:
- Requests for Proposal or equivalent calls for contractor bids
- All bidder responses
- All evaluative materials created by this jurisdiction, agency, or decision-making body
- All contracts and associated exhibits, amendments, and associated elements
- All invoices or other payment materials
- All service reports or notifications of service construction or disruption
- Any available inspection or disciplinary materials

Can you please clarify for us the subject matter of the request? We interpret the request as a request for documents related to whether the City has an agreement to privatize the operation of its Department of Water and Sewer, or has solicited Requests for Propsals or Bids to privatize the operation of its Department of Water and Sewer.

I represent the City of Shreveport in matters related to the Department of Water and Sewer, and on behalf of the Mayor, am responding to your public records request of August 10, 2017 as follows:

1. The City of Shreveport has no contracts with a non-public or non-governmental agency, such as a private company, to provide water and water services. Likewise, the City of Shreveport has not issued any Requests for Proposal or Bids seeking contracts with a non-public or non-governmental agency, such as a private company, to provide water and water services.

1. A Shreveport resident, Ransdell "Randy" Keene, made an unsolicited approach to the City purporting to represent Suez, and spoke to the City Council concerning his desire to have Suez provide water services to the City. However, the City's Director of Water & Sewer, Barbara Featherston, was advised by Suez that Mr. Keene was not authorized to make any statements or speak on behalf of Suez, and that Suez did not make a report to Global Water Intelligence magazine (GWI), which had reported the City met with representatives of Suez. Letters and emails pertaining to those contacts are attached, and a link to the minutes of the City Council meeting is below.

1. The City has a current RFP for water billing services, RFP 17-810 , which can be found through the below link. It is NOT a request for privatization of the operations of the water department, or to provide water and water services to the City.

1. Apparently in response to the GWI report, another company, Veolia Water, has made an unsolicited approach to the Director of Water & Sewer. Email correspondence concerning this approach is attached.
