Dear Peter Fugiel,
I am checking in with you regarding your request. I wanted to make you aware that the results for search terms you referenced rendered over 41,000 emails. This request could take several years to complete. Is there any way we can narrow down the results so I can get the records you are looking for quicker? Is there a specific person you would like me to search? Are there any further search terms that might narrow down these results? My search included anyone in the mayor's office for the time frame you referenced.
I searched the former mayor, Ed Murray only for these records and there were around 90+ emails located. The remainder of the hits are from other mayor's office staff.
If I don't hear back from you within 5 business days, I will assume you do not have any additional terms to narrow down the records and I will proceed with processing the request as written.
Thank you for your time.
Tracie Cantrell

From: Peter Fugiel

Dear Tracie Cantrell,

Thank you for checking in regarding this request. Could you confirm that the preliminary search was conducted using compound terms (e.g. "secure scheduling") or AND operators (secure AND scheduling)? I am only requesting emails in which both words appear together.

If the 41,000 results are all responsive to my request, I am willing to narrow my request to emails sent or received by the former mayor. The other search parameters would be the same:

All emails and attachments sent or received by Mayor Ed Murray during the period 1/1/2016–12/31/2017 that contain any of the following (non-case-sensitive) phrases: "secure scheduling", "secured scheduling", "secure schedule", "secured schedule", "secure schedules", or "secured schedules."

I appreciate your assistance with the formulation and fulfillment of this request.

All the best,
Peter Fugiel

Hello Mr. Fugiel,
Hope all is well. Yes, I received your responses and will add the word "operator" to the search terms for future installments. Modifying the search terms to "Secure Schedule" OR "Secure Scheduling" AND Operator(s)" the records were reduced to around 12,300 emails. I will be sending the invoice for your first installment today. Once paid, I will release the records.
If you have any further questions, please let me know.
Thank you
Tracie Cantrell

From: Peter Fugiel

Hello Ms. Cantrell,

I must clarify that the term "operator" in my previous message referred to the "AND" between secure AND scheduling. I do not want to limit my request to records that contain the word "operator." I simply wanted to confirm that the initial search was conducted using compound terms rather than single words.

Please note that I already offered to narrow my request to the 90+ emails sent or received by former Mayor Ed Murray. To reiterate, this is my narrowed request:

All emails and attachments sent or received by Mayor Ed Murray during the period 1/1/2016–12/31/2017 that contain any of the following (non-case-sensitive) phrases: "secure scheduling", "secured scheduling", "secure schedule", "secured schedule", "secure schedules", or "secured schedules."

I received the invoice and will gladly pay it once I have confirmation that the search will be conducted using the terms from my narrowed request.

My apologies for the confusion,
Peter Fugiel

Mr. Fugiel, Thank you for your message. Yes, my search was the following:  All emails sent to/from Ed Murray from 1/1/2016 thru 12/31/2017 using the search terms: "secure scheduling" OR "secured scheduling" OR "secure schedule" OR "secured schedule" OR "secure schedules" OR "secured schedules" AND "operator". The quotations around secure and schedule means that the words need to be together in the search. Adding the word "operator" will bring up anything that has the word operator when secure schedule is present as well. For the first installment, there were emails to Ed Murray with secure schedule (spelled in various ways), however, the word "operator" is not present. This first installment will complete the search for Former Mayor, Ed Murray. I'm happy to run another search if you'd like. Thank you Tracie Cantrell

From: Peter Fugiel

Thank you for clarifying, Ms. Cantrell. Please remove AND "operator" from the search. I am requesting all emails sent to/from Ed Murray during the period 1/1/2016–12/31/2017 that contain any of the six variations on the phrase "secure scheduling." I will submit payment today.

We have provided all records responsive to your request. Your request is now closed.

From: Peter Fugiel

Dear Tracie Cantrell,

Thank you for providing this initial installment of records responsive to my request. Unfortunately, this release does not fully satisfy my request, since I also requested emails and attachments sent or received by Mayor Ed Murray during the period 1/1/2016–12/31/2017 that contain the phrases "secured scheduling", "secure schedule", "secured schedule", "secure schedules", or "secured schedules." I'm afraid that some records relevant to my research used a variation on the exact title of this legislation. Please conduct a search using the narrowed request I submitted first on 3/14, then on 3/29, and here again:

All emails and attachments sent or received by Mayor Ed Murray during the period 1/1/2016–12/31/2017 that contain any of the following (non-case-sensitive) phrases: "secure scheduling", "secured scheduling", "secure schedule", "secured schedule", "secure schedules", or "secured schedules."

Note that there are six variations on "secure scheduling" in this request. You have only provided records that contain the first phrase. I look forward to receiving further records responsive to my request.

Sincerely,
Peter Fugiel

From: Office of the Mayor

Dear Peter Fugiel,
Thank you for your email. The search terms I used for your narrowed requested was the following: All emails and attachments sent or received by Mayor Ed Murray (edward.murray@seattle.gov) from 1/1/2016–12/31/2017 using the provided search terms: "secure scheduling" OR "secured scheduling" OR "secure schedule" OR "secured schedule" OR "secure schedules" OR "secured schedules".
The result of the search yielded 23 responsive emails, 86 pages in which was provided to you in the first installment. If there are any other search terms or phrases that you would like me to search, I am happy to do so. The seattle.gov webpage provides a lot of details from the Office of Labor Standards - Seattle's Secure Scheduling Ordinance site. I have provided the link below.
Also, as stated in a previous email to you, the search results for searching all mayor's office staff in that time frame, using the same search terms above yielded over 41,000 records. If there is anyone in the mayor's office other than Ed Murray that you'd like me to search, I am happy to do that. Please let me know how you'd like to proceed within 5 business days, or I will assume you do not have any further search terms or phrases to provide, and this request will be considered fulfilled and closed. Secure Scheduling - LaborStandards | seattle.gov
Thank you
Tracie Cantrell <ed.murray@seattle.gov></ed.murray@seattle.gov>

From: Peter Fugiel

Dear Ms. Cantrell,

Thank you for clarifying that this search included variations on Secure Scheduling, even though they do not appear in the first installment of responsive records. I appreciate your offer to conduct a broader search for emails sent or received by the Mayor's staff. I would like to take you up on that offer for four staff members in particular—Robert Feldstein, Michael Fong, Chris Gregorich, and David Mendoza. The search terms and timeframe are the same as before.

All emails and attachments sent or received by Robert Feldstein <Robert.Feldstein@seattle.gov>, Michael Fong <Michael.Fong@seattle.gov>, Chris Gregorich <Chris.Gregorich@seattle.gov>, or David Mendoza <David.Mendoza@seattle.gov> from 1/1/2016–12/31/2017 that contain any of the following (non-case-sensitive) phrases: "secure scheduling" OR "secured scheduling" OR "secure schedule" OR "secured schedule" OR "secure schedules" OR "secured schedules".

You may omit or include records already released in the first installment, whatever is easier for you. Please let me know if you have any questions about this follow-up request.

All the best,
Peter Fugiel

From: Office of the Mayor
