Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Roster of members of the Seattle Shield program

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Ms. Whitlach:

After discovering that that about five years ago, Seattle Police Department created an organization, Seattle Shield, consisting of SPD, local utilities, U.S. Department of Homeland Security, and about 100 private businesses, I asked for the roster of members of this organization. I am very curious about what seems to be an off-books incident reporting system implemented by SPD, and it seems reasonable to start my investigation into this program with, "Who is involved?"

In response to my request more than four months ago for the list of Seattle Shield members, you have provided estimated dates of completion of July 8, August 9, September 13, October 4, and November 4. You have not once reported anything changing that resulted in your re-estimation of the time that you will require to complete this request. I am left wondering what caused such fantastically inaccurate estimates. I believe you are unnecessarily delaying processing of this request, pulling estimated dates out of thin air.

I believe you could walk over to the office of Tim Renihan or whoever administers Seattle Shield at this time, get an up-to-date membership roster, and be back to your desk ready to send a copy to me, in less than 15 minutes. How much time is spent each week processing my request?

Could you please tell me how much time is spent each week processing this request? I asked by e-mail on October 17, but you did not respond.

I don't understand how it can possibly take more than five months to locate and provide a list of Seattle Shield members. You have repeatedly re-estimated the time that will be required to fulfill my request, but you have never stated what is causing the delay and the repeatedly missed target dates. Please explain.
