A full and complete copy, including vacation days, of Jenny Durkan's calendar(s), beginning at the time of her hiring by the city for the job of mayor, including metadata. Please note that this should include all past and future events that exist in the calendar(s) at this time. I would like to receive the calendar(s) in a standard electronic calendar format such as iCal/ICS. Please do not instead render to a print-focused format such as PDF.

It is my understanding that City of Seattle staff use Microsoft Office 365 for calendaring. A helpful guide to exporting a snapshot of one's Outlook for Office 365, Outlook 2019, Outlook 2016, or Outlook 2013 calendar is available on the following web page in section "Export your calendar from Outlook": <https://support.office.com/en-us/article/Export-an-Outlook-calendar-to-Google-Calendar-662FA3BB-0794-4B18-ADD8-9968B665F4E6>. In short, open a calendar, click "save calendar," provide desired filename, indicate date range, choose amount of detail (all of it, please), click "OK," then click "Save."

Please explain the delay in providing the record I requested nearly three weeks ago.

This is a simple request for a record that you surely know to exist--it's just the mayor's calendar. Clarification of my request is not needed. The record's location is known to you. Assembling it will take seconds--as I communicated with my request, exporting a calendar from the system City of Seattle offices use will take mere seconds of time. You are under no obligation to notify any third party. Determination of whether or not the mayor's work calendar is exempt from requirements under the PRA does not take weeks. As I understand the PRA, there are no other lawful reasons for delay.

I caution you that a calendar is typically updated over time and thus that delay in response risks loss of portions of the record. Please ensure that portions of this record are not be lost prior to your completion of processing of my request. When an agency delays communication of a public employee's calendar, that employee is left with time to revise the calendar, removing entries that he or she believes the public will find unacceptable. The inexplicable delay of a trivial task combined with the generation of an opportunity to keep the public in the dark about actions of our public employees suggests a particularly bad faith failure to comply with the law.

I see that you created a new record and provided it to me on January 7. That new record--a collection of digitized images of printed pages--is not what I requested.

As I wrote when submitting my request, "I would like to receive the calendar(s) in a standard electronic calendar format such as iCal/ICS. I received your recent installment of records purportedly responsive to my request of October 9, 2019. In that message, I requested that you provide the records I requested, not new ones that you create for me by "printing to PDF." I noted that when you create a new record by performing said action, much information is missing from the new record. I further noted that how you wish to redact--and in fact, if you redact at all--is up to you, and that technical difficulties with technology chosen by your office are your problem to solve, not the public's.

This installment, as with the previous one, does not contain any of the records I requested. It appears that you have, in effect, printed portions of those records, blacked-out some parts of those printouts, then digitized the papers and combined those images of printouts of incomplete records into a PDF file.

This obfuscation of incomplete records are of little value to the public compared to the originals. For example, one cannot use a computer to search for names or other keywords in the calendar entries or to compile statistics about how often recurring meetings occur. Further, one cannot load the electronic calendar files into one's own calendar software in order to view the entries in a calendar-like fashion, to easily jump to a particular date, etc. Imagine if the mayor herself were forced to use not her electronic calendar software, but paginated printouts of some but not all of the data in her electronic calendar files--it would be absurd.

Were you attempting to hide the activities of the mayor, this would be an effective way of doing so. These actions seem to be performed in bad faith, as they are precisely what I cautioned your agency not to do when I requested them.

The mayor's on-the-job activities are public business. Please provide records of such as requested more than one year ago.
