Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

All communications between Seattle Office of the Mayor staff and Seattle Police Department ("SPD") staff regarding the Nine and a Half Block Strategy (a.k.a., "9 1/2 Block Strategy," "9½ Block Initiative," etc.) and related metadata. This should include but not be limited to communications between SPD staff and Scott Lindsay, Seattle Mayor Ed Murray's special assistant on public safety, and Deputy Mayor Kate Joncas. Lindsay and Joncas have been widely reported as involved in this program.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This letter is in response to your public disclosure request dated May 5, 2015 and received by the Seattle Police Department’s Public Disclosure Unit on May 5, 2015 for all communications between Seattle Office of the Mayor staff and Seattle Police Department ("SPD") staff regarding the Nine and a Half Block Strategy (a.k.a., "9 1/2 Block Strategy," "9½ Block Initiative," etc.) and related metadata. This should include but not be limited to communications between SPD staff and Scott Lindsay, Seattle Mayor Ed Murray's special assistant on public safety, and Deputy Mayor Kate Joncas.
Pursuant to RCW 42.56.520, this is notification that we have received your public disclosure request, and we anticipate it may take up to 3 weeks from the date of this notification to respond. Therefore we anticipate a response to you on or about June 5, 2015.

This additional time is used to research this request, collect responsive records, and/or prepare records for dissemination. Please note: Seattle Police Department currently receives approximately 4,000 public disclosure requests annually.

The following persons were contacted for any responsive documents: Capt. Fowler, Lt Mchaffey, Strategic Advisor Gore, Chief O’Toole, Jonah Spangenthal-Lee, Sean Whitcomb and COO Wagers. Additionally a search of SPD’s email archive system was conducted using the terms you provided: “Nine and a Half Block Strategy” or "9 1/2 Block Strategy" or "9½ Block Initiative”. Please find the attached responsive documents. If you have any additional terms you would like searched please let us know.
