As a follow up to my previous public disclosure request C031066-080818, I think this request can be processed very quickly and well within the five day processing time for Washington State. My previous request was broad and complicated to better understand the pole management system for Seattle. This request is very specific and should be straight forward.

I am requesting any and all information relating to utility pole 1301962 / A1190428, the attached vault or vaults, conduit, or related utility boxes such as an the attached white box labeled 1422. I also request any special policies for this specific pole. This request must be broadly interpreted to include records, service information, emails relating to this pole, inventory related information, management policies, technical policies, precise location coordinates, vocabulary or other terminology, dimensions such as height/weight/diameter and material composition of the pole, wiring diagrams, cable or other item identification information, and/or any communication with any other internal or external party relating to Light Pole 1301962 / A1190428. This utility pole is located in an alley between East Aloha Street and East Valley Street. This alley is limited to the block between 14th Avenue East and 15th Avenue East. The exact location of this pole in the Seattle City Lights system should be LAT: '47.626470416778 LONG:-122.3135502451. It is listed as an "ACTIVE" pole and it's location status is "INSTALLED". The utility pole is labeled with a yellow serial number of 1301962. It additionally has a Pole Inventory number of A1190428. The phrases "the utility pole" or "the pole" must be interpreted to mean the specific pole number covered by identifiers 1301962 and A1190428. The A1190428 label additionally lists Pid #1000143804. I additionally request information about the vault connected to the base utility pole. Inside of the vault, I additionally request information on the black cable holder that has a serial number of 04151300.

I specifically request screenshots from the Oracle Utilities Work and Asset Management System (WAMS) covering the pole and all related assets. I request the Specification ID, type, category, description for this asset. I request screenshots for each related asset that is contained in this system or from other related systems. I request the any other info from the WAMS Production Environment - including but not limited to the Specification No, Specification Type, Specification Category, Specification Desc, Source Type. This should also include the Specification, Sequence No, Attribute Desc, Attribute Value, Source Information, and any related Specification Type or Specification No.

I request all communication relating to the installation of this pole and the attached vault. This should include all internal emails, emails with other agencies or parties, phone call records, meetings, meeting minutes, or any other communication includes handwritten notes, faxes, and/or letters. I am looking for all records after 2008, though any relevant records from any period of time are welcome. I believe this pole and the attached vault were installed in 2010.

The response must also include information about objects installed on the pole, the names of authorized or otherwise known service technicians, service logs, including by other parties outside of Seattle City Light, as well wiring diagrams, and which other companies, agencies, or persons have a relationship or an interest in the pole.

This request must also be understood to include information about any underground service vault or above ground service/utility box which is related to or in any way connected or related to the utility pole. This should include policies related to physical or electronic key management or any process by which such a service vault or utility box would be opened by an authorized person. This should also include policies related to the entry or attempted entry by an unauthorized person. If there is a specific person who is in charge of such authorizations, I request policies and records as well as contact information for that person or persons.

This request must be considered to cover information such as invoices relating to purchase, repair, and/or other work such as orders to perform service, plans for installation, date and/or time of installation, any planned decommission date and/or time of the pole itself, installation or decommission date of anything on on this pole or related to this pole.

As an example, if this pole number, either 1301962 or A1190428 or a related identifiers, is listed in a spreadsheet with other poles, I request the relevant document in full to understand the relationship to other poles. This includes any other internal identifiers and any information related to pole identifiers. If this identifier has been mentioned in an email, I request that email or any other written communication. This must include metadata such as SMTP and other internet email related protocol headers. If there are other records such a meeting minutes relating to this pole, I also request these records.

As an additional example, if the pole carries telephone service or fiber, which companies, agencies, or people might be contacted to be notified about an outage or a repair process. This should include telephone, internet, signaling information, or any other service or related city services.

Finally - I specifically request any and all information about the bird house located near the top of the pole. The birdhouse itself is curious and oddly located at the very top of the utility pole which allows it a wide view over nearby fences. I request any and also information about this specific bird house, installation time and date, ownership information, connections with other objects on or off of the poll, as well as any emails containing information about this bird house or objects that look like bird houses on this utility pole. I further request any documents such as legal evaluations, agreements with any other agencies or companies or other documents for such objects on Seattle City Light poles. In case there is any question about the bird house, I am willing to provide clarifying photographs as the bird house in question lacks an obvious asset tag.

If there are any ambiguities about my request or about the specifics of the utility pole in question, I am more than willing to clarify my request.

This request is in the public interest and will be used to support a journalistic publication.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
