Dear Mr. Mocek:

This is to acknowledge your public disclosure request dated July 10, 2013 below.

In speaking with staff in regards to your request, it has been determined that the records that SDOT maintains is not a complete dataset of all of our AVL data. Please note that SDOT has not installed AVL in all of our vehicles. It has only installed the technology in vehicles that are used for street sweeping or snow response and the latter vehicles are repurposed when there aren’t weather events. Our AVL system is outsourced and the vendor retains all of the data for a year. SDOT does collect some data in house for mapping and analysis. The data SDOT retains is on vehicles that are activated for snow and ice response or are part of the street sweeping program. We do not retain information on the snow and ice response vehicles outside of winter storm events and therefore, the data SDOT has in house is a subset of the vendor’s larger SDOT dataset. SDOT can provide you with an extract of everything on SDOT vehicles but the vendor would have to extract it from their database and would charge a fee to do so. If you are seeking the full dataset with all the vehicle data, then SDOT will need to contact the vendor and determine what records have been maintained and whether there is a fee for accessing and pulling these records. If there is a fee the requestor is responsible for payment and will need to provide a 10% deposit upfront before the vendor begins pulling this information. Once we have received this information from the vendor in regards to cost I will contact you via email to determine whether you would like to proceed.

RE: my public records request of July 10, 2013

Dear Sir or Madam:

These are public records. If a private entity is holding them at ransom, please deal with the situation and let me know how the public may gain access our records. I do not believe that the actual cost of copying an electronic database from one disk to another is $400.

In case the problem is simply one of filtering for the specific records I requested: I am completely amenable to receiving a wider assortment of data than that which I requested.

Cordially,
Phil Mocek
