Pursuant to the New Mexico Inspection of Public Records Act, I hereby request the following documents:

The following request is in regards to mobile phone forensics tools such as devices made by the company Cellebrite, IP Box made by MDSec, Kessler Innovations products, or analysis programs such as those produced by COMPELSON Labs.

-Contractual documents. Examples of this are invoices, purchases orders, contracts, loan agreements, procurement documents etc.
-Records of communication with the domains CellebriteUSA.com, investigation.com, or mdsec.net from either the chief of police or head of procurement.
-guidelines and/or internal policy on the use of mobile phone forensics tools and software
-Any utilization logs for these tools

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Waltman,

On March 27, 2017 you requested to inspect certain records dealing with mobile phone
forensic tools. Those tools are provided to us by the New Mexico Attorney General's Office
which solely maintains the records you are requesting. I am including an email message from
the Deputy Attorney General, Sharon Pino with this correspondence to provide you with that
agency's position on their release, which in regards to the state's IPRA laws would be:

NMSA 1978, Section 14-2-1(A)(4) (the law enforcement exception) evidence and other records that, if disclosed, would alert potential defendants to destroy evidence, coordinate stories or flee the jurisdiction.

The Santa Fe Police Department maintains no records of the use, cost or contracts for the cell
Phone forensics tools you are requesting. I recommend you contact Ms. Pino or the agency's PIO James Hallinan (Hallinan, James jhallinan@nmag.gov<mailto:jhallinan@nmag.gov>) for information.
