All invoices and receipts for payments for any contracted polygraph examinations (whether for hiring or for criminal investigations), between the dates of January 1st, 2017, and March 31st, 2022.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Requestor,

This email serves as the City of Richland’s acknowledgement, pursuant to RCW 42.56.520, of your public records request received February 4, 2024, seeking:
All invoices and receipts for payments for any contracted polygraph examinations (whether for hiring or for criminal investigations), between the dates of January 1st, 2017, and March 31st, 2022.

This request has been assigned tracking number P014591-020424. Please reference this number in any future correspondence concerning this request.

The City does not possess receipts responsive to your request. Copies of invoices dated between April 1, 2022, and December 31, 2023, and a list of all invoices for polygraph services dated between January 1, 2017, and March 31, 2022, is now available. To retrieve these records, please sign in to the City of Richland Public Records Request Portal ("My Records Center"), select "View My Requests" then select "View File(s)."
- Names of applicants have been redacted from the invoices for pre-employment polygraph services, pursuant to RCW 42.56.250(b), which exempts from public disclosure all applications for public employment, including the names of applicants, resumes, and other related materials submitted with respect to an applicant. See, also, Sheats v. City of East Wenatchee, 431 P.3d 489 (Div. III, 2018)(holding that polygraph results of peace officers created as part of a pre-employment screening qualify as “other related materials submitted with respect to an applicant.”) Redacted
Copies of invoices responsive to your request, dated prior to September 1, 2019 do not exist in electronic format, and must be scanned. The fee for converting paper records to electronic format is $0.10 per page.
The City requests that you please review the records provided in this installment and clarify whether the list of invoices provided satisfies the remainder of your request, or if copies of invoices dated between January 1, 2017 and March 31, 2022 are requested.
If we have not received a response from you by February 22, 2024, we will resume search efforts for the remainder of invoices responsive to your request.
Absent confirmation that the records provided with this installment satisfy this request, we reasonably anticipate that a second installment of records will be made available to you on or before March 14, 2024. If records become available in advance of this estimate, the City will promptly notify you. Conversely, if the City encounters a need to extend the estimated installment delivery date, you will be notified.
The City of Richland Fee Schedule is available on the City’s website. If applicable, payment must be received prior to release of the records. Payment instructions will be provided with notice of availability of your responsive records.
