On May 5, 2023, you submitted a request to the APRA Office of the Rhode Island Secretary of State for records pursuant to the Rhode Island Access to Public Records Act.

On May 10, 2023, your request was forwarded to me by the APRA Office of the Rhode Island Secretary of State as the correct source to respond to your request.

Your request seeks “All email messages mentioning keywords 17-23-2, Blakeslee v. St. Sauveur, 17-25.3-3, Jude Smith, or disclaimer law from the following email: Richard.Thornton@elections.ri.gov<mailto:Richard.Thornton@elections.ri.gov>.” The request covers the period 09/01/2014 through the date the request is processed.

Please be advised that, the Board charges $15.00 per hour for the search and retrieval time required to respond to your request, however, there will be no charge for the first hour of search and retrieval time.
Based on the foregoing, the Board provides the following estimate for search and retrieval costs:
10 hours - 1 hour (no charge) = 9 hours
9 hours x $15/hour = $135.00 total

Although the total estimated cost to search and retrieve the data responsive to your request is $135.00, the Board will charge you the actual cost to search and retrieve the data responsive to your request.
The Board requires a 50% deposit of the estimated cost when the estimated cost is $50.00 or more, however the actual cost must be paid in advance, or at the time of, delivery or inspection of the requested information.

To pay the deposit, please make a check for $67.50 payable to: “State of RI-Internal Service Fund” and mail or deliver it to: RI Board of Elections, 2000 Plainfield Pike, Cranston, RI 02921.
Upon receipt of payment of the deposit, the Board has (10) business days to respond to your request, which may be extended by an additional twenty (20) business days for good cause particularized to your request.
If you believe you have been denied access to public records from the Rhode Island Board of Elections, you have a right to file a review petition with Robert Rapoza, the Executive Director of the Rhode Island Board of Elections, 2000 Plainfield Pike, Cranston, RI 02921.
If you are still not satisfied, you may file an appeal with the Attorney General or initiate proceedings in Superior Court.
