Pursuant to the Rhode Island Access to Public Records Act, I hereby request the following records:
1) All current policies and procedures regarding medical and room & board costs or fees for which inmates are or may become liable. Please include all policies and procedures related to how fees are set, accrued, imposed, collected, and enforced (such as those related to per diem fees, ability to pay determinations, penalties for late or non-payment, authorization for civil or criminal action for payment enforcement, etc).
2) All reports, databases, spreadsheets, or equivalent materials regarding debts/restitution paid to or owed to this department or any facility/agency under its jurisdiction in FY2021. Please include all relevant data regarding medical and room & board costs, including the number of individuals charged for medical and room & board costs or fees and the total amount of medical and room & board fees imposed in FY2021.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Hello,
Thank you for your response to our inquiry. I am following up in regards to the estimated 40 hours of labor that your state DOC office responded with. In comparison to other states this seems to be an exorbitant amount of time needed to fulfill this request.
For example, North Dakota has been sent the same FOIA request and estimates about 3 hours of work time. Michigan also received this request and estimated 3.75 hours of labor.
We understand that all states and departments are different, but were wondering if this expense estimate could be revisited based on the newly shared circumstances.

I wanted to respond to your recent correspondence related to your Access to Public Records Request dated December 21, 2022. While I understand that the estimate of 40 hours to complete your request seems high, it is due to the breadth of your request, specifically number 2. Unfortunately, the information sought in your request is held in several different databases, and it would require a substantial amount of time to retrieve, review, and redact all of the documents responsive to your request. While this is an estimate, after speaking with our Financial Resources and having them explain the process to me, I believe that the estimate is appropriate.
