Public Records Request - Disney & AdventHealth

To Whom It May Concern:

Pursuant to the Florida Sunshine Law, s. 286.011, F.S., I hereby request the following records:

1. Any records related to AdventHealth also known as Adventist Health System in their affiliation with respect to Disney regarding contracts and legally-binding documents within the State of Florida from 2019 to 2023 (to be dated the day of processing). More specifically, I request legal documents that are or were in effect during the time frame specified.
2. Any other records related to AdventHealth also known as Adventist Health System in their affiliation with Disney within the State of Florida from 2019 to 2023 (to be dated the day of processing).

In the event that this request is overly broad or produces results in excess of 200, please let me know and I will clarify further. If it produces <200 results, I broaden the time frame to be 2010 to 2023, to be dated the day of processing.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. I would also appreciate an approximate time frame for this request to be processed.

If you deny any part of this request, please cite each specific exemption you think justifies your refusal to release the information and notify me of appeal procedures available under the law.

To Whom Ot May Concern:

Since there are no records within the timeframe specified, I revise my timeframe to be from 1970 to 2023, to the date of the processing of this request. According to an article on Disney’s official website, AdventHealth aka Adventist Health System and formerly known as Florida Hospital has been “providing healthcare services to Walt Disney World guests” and before that it is stated for “more than two decades”.

Therefore, it is a foregone conclusion that records/documents that are legal and legally-binding in nature must exist due to the very obvious affiliation between AdbentHealth and Walt Disney World.

I think I'm missing something.

Reedy Creek Improvement District is a government entity that Walt Disney World operates under, and well...politics aside from Reedy Creek, it is still the case that a City Clerk in the appropriate jurisdiction should be able to access Disney's records and they are subject to public record as a function of Reedy Creek. You, being the City Clerk, know this. It is the case in every single instance with a government entity as long as the proper jurisdiction and contact for public records request is sought. What makes Disney so special in that a City Clerk for the Cities of Lake Buena Vista & Bay Lake cannot produce public records upon request given that Disney's connection with Reedy Creek makes them subject to public records requests under Florida law, as a government entity.

It is suspect that you cannot even provide a contact for which the records can be sought. It makes no sense. Please elaborate further in your explanation and rationale.

AdventHealth is the "Official Healthcare Provider of Walt Disney World Resort" and had a ribbon cutting ceremony complete with Mickey and Minnie Mouse. It is mentioned two other times on separate pages by AdventHealth and also published by a number of news outlets. It is implicit there there must exist responsive records between AdventHealth and Walt Disney World. AdventHealth and that negotiations occurred, probable emails were exchanged, a contract was devised, and money was exchanged as that it at the foundation of a contract by nature. A ribbon-cutting ceremony is symbolic in that it is a new beginning in the business dealings between AdventHealth and Walt Disney World.

Please cite each specific exemption you think justifies your refusal to release the information as to your refusal to release responsive records/documents and notify me of appeal procedures available under the law as I have reason to believe that responsive records/documents do indeed exist.

5. All records related to Jeff Vahle, President of Walt Disney World Resort in regards to the ribbon-cutting Ceremony from on or about May 15th to on or about May 30th (the timeframe applies only this criterion 5 (five). He is clearly visible in the video near the very beginning.
