Pursuant to the Washington Public Records Act [RCW 42.56] I hereby request the following records:
I request a complete electronic copy of all Public Records Requests received by the Lake Washington School District and a complete electronic copy of the District's Responses to these Public Records Requests for the time period January 1, 2010 through November 4, 2021.
In the event the District chooses to provide these records in installments over time I request the records to be produced in reverse chronological order - from the most recent records to the earliest.
If this request is denied in whole or part, I ask that you justify all deletions by reference to specific exemptions of the PRA. I also request a detailed contemporaneous log to be provided for any document withheld or redacted.
For each responsive record the District contends is exempt from public disclosure, in whole or in part, please specifically identify the record by subject, title, author, custodian and date, and state how a specific statutory exemption applies to each record as required by RCW 42.56.210(3) and Rental Housing Ass'n v. Des Moines, 165 Wn.2d 525, 199 P.3d 393 (2009).
I request electronic production of all electronic records in the original NATIVE electronic format for each record.
I request for these public records to be produced by public (no password) e-mail attachment or link. If electronic attachment or link is not possible, an alternative would be to produce responsive records via USB DRIVE or DATA CD-ROM.
THIS REQUEST IS NOT BEING MADE FOR COMMERCIAL PURPOSES.
The requested documents will be made available to the general public.

DEFINITION OF PUBLIC RECORD
"Public record" includes "any writing containing information relating to the conduct of government or the performance of any governmental or proprietary function prepared, owned, used, or retained by any state, county, or local agency regardless of physical form or characteristics." RCW 42.56.010(2).
WRITING
'"Writing' means handwriting, typewriting, printing, photostatting, photographing, and every other means of recording any form of communication or representation including, but not limited to, letters, words, pictures, sounds, or symbols, or combination thereof, and all papers, maps, magnetic or paper tapes, photographic films and prints, motion picture, film and video recordings, magnetic or punched cards, discs, drums, diskettes, sound recordings, and other documents including existing data compilations from which information may be obtained or translated." RCW 42.56.010(3).
This request specifically includes - and you are specifically directed to obtain, preserve in native format, and produce - any records that exist on any computers, hard drives, portable phones, jump drives, BlackBerries, iPhone, Kindle, IPad, or other devices, or in email, data, voice mail, or text mail accounts owned, controlled or paid for, directly or indirectly, by any agency or taxpayer.
For each record that the agency contends is exempt from public disclosure, please specifically identify the record by subject, title, author, custodian and date, and specifically state how the specific statutory exemption applies to the record as required by RCW 42.56.210(3).

My firm acts as outside general counsel for the Lake Washington School District ("District"). The District has asked us to assist in responding to Public Records Requests due to some recent staff shortages. Please find the first installment of responsive records at the below link. The District received an unprecedented amount of voluminous records requests, including this one, during 2022. The District continues to gather and process responsive materials, and now expects to complete this request by February 28, 2023. As you should be aware, exemptions are "narrowly construed" by law. The courts have been consistent that name, address, telephone number, and email addresses of public records requestors are NOT EXEMPT from disclosure.
1. You have provided no exemption logs. Why are you redacting information? What exemptions are you claiming under the PRA?
2. You have transformed and modified these original records requested into new records with new filenames. You have created new records which was not requested.
For instance, file "LWSD-Muckrock_000163.pdf" refers to a request including the following:
"Dear Mr. Boyd:
Attached please find the records responsive for your May 11, 2015 request for:
Access to and a copy of all data related to concussion incidents for high school athletes at all high schools in the district but at least Lake Washington High School for sports years 2004-2014. All data with columns related to date, sport, season, age, gender, days kept out, and any records associated with district recording related to the Lystedt Law CRCW.28A.600. 190."
However no responsive records are attached. Another .pdf file in the installment does refer to concussion incident reports, however as a requestor I am not obligated to assume, guess, or infer that this file which was attached to a response to Mr. Bord's request, a file which you have extracted and renamed from the originally requested PRA response if it is in fact the original attachment.
Additionally, missing is Mr. Boyd's original public records request as well as others, however we are not given enough context to understand what is missing and what is not.
3. What records does this "installment 1" represent? You provide no context, meanwhile Lake Washington School District has already provided multiple installments of records. This is certainly not "Installment One." Please explain in detail.
Please provide all responsive records again as requested, unredacted or with the proper exemption logs and explanations of what records are being provided, what records are being withheld, and why.
4. We understand that now the District is for the 4th time giving a new "final" estimated completion date for this request as 02-28-2023 (modified from the original missed final estimated completion date of 07-15-2022 Originally Provided by the District on 11-21-21).
