Pursuant to the Rhode Island Access to Public Records Act, I hereby request the following records:
The following documents produced by members of the Providence External Review Authority, established by Providence City Ordinance No. 614 (Chapter 2002-39) in 2002:
-copies of Manuals of Operation (completed manuals and drafts) providing PERA investigative staff guidelines on their responsibilities (these documents are referenced in PERA's Bi-Annual Report for Fiscal Year 2008, attached)
-Meeting minutes from PERA meetings between its founding in 2002 and April 17, 2018 (the meetings after April 17, 2018 are already publicly available)
-reports from evidentiary hearings held by PERA in 2007 and 2008 (with identifying information redacted)
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The Public Records Unit has conducted an initial review of the responsive documents and has determined that it will require a significant amount of search, retrieval, review, and/or redaction to respond to your request. More specifically, it is estimated that it will take 8 hours.
