Documents pertaining to the Hon. Ruth Neely, Pinedale Town Judge and part-time Wyoming Circuit Court Magistrate. This request only covers documents created after October 1 2014, nothing from before that is requested or required. Documents sought are as follows:
-memos or requests received from the Wyoming Commission on Judicial Conduct and Ethics, the Wyoming Attorney General's Office, the Wyoming Secretary of State's Office, and the Wyoming Office of the Governor that mention or discuss Judge Ruth Neely.
-emails with the aforementioned authorities that mention or discuss Judge Ruth Neely and same-sex weddings/marriages.
-memos, emails, and requests sent internally that mention or discuss same-sex weddings/marriages.
-memos, emails, and requests received that discuss town judges refusing to officiate same-sex weddings.
-Contracts of employment, working agreements, or other documents setting forth terms of employment for Judge Ruth Neely.
-memos, emails, and requests sent internally that mention or discuss Ned Donovan.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Ned, the Town has reviewed the steps necessary to comply with your records
request. There will be extensive time involved due to the necessity of
going through all of the classifications of documents to determine what may
fall into your requested areas as well as to determine if there is any
confidential or protected information in such documents as well as gathering
any such documents into electronic form to send to you. The estimated cost
is $198.50. Upon receipt of these funds, the Town will proceed to provide
such documents as are found to meet your criteria.

Files #1-#28 are gratefully received.
Please can you clarify how many documents have been withheld from release? In accordance with the Wyoming Public Records Act Section 16-4-203, this is a formal request for a written statement explaining the grounds for denial of access to any documents, please cite the applicable statute or regulation.
The reason for this request is the absence of many expected documents, including any communications to or from other towns officials apart from Judge Ruth Neely, despite the request including any and all internal emails/documents/data held by the town relating to the original request parameters.
Once your written statement is furnished, further options shall be considered, including filing a petition with the local District Court in accordance with Wyoming Public Records Act Section 16-4-203.

Dear Mr Wood,
To clarify:
1. There are no emails/memos/documents internally, sent or received by any town officials that discuss anything within the parameters as originally described? Other than what you have already sent.
2. Are town officials using personal emails to conduct official business? As according to the documents released so far, almost all of them are a weekly newsletter sent to Judge Neely, and the others are a handful of emails sent to Judge Neely, none as far as can be seen to or from any other officials from within town government.
3. Have any documents/emails/memos that fit in the parameters been deleted by officials?

Having checked with Town staff that did the actual document search, I can
answer no to all of your questions below to the best of my knowledge. This
may seem strange to you but the matter was simply treated as a matter
between Ms. Neely and the Judiciary Board and not a Town issue. Let me know
