To Whom It May Concern:
Pursuant to the Arkansas Freedom of Information Act (“FOIA”), Ark. Code Ann. § § 25-19-101 to 25-19-109, I hereby request the following records:
A Shapefile or CSV containing at minimum the Address Points (house # and street name) and their corresponding Latitude/Longitude. If additional data such as the Unit Number, City, Zipcode, Parcel Id exists they should be included as well.
If this cannot be accessed, the parcel file including situs address would suffice.
Other names for this include: E911 Address Database, Civic Address File, Parcel Dataset, Land Ownership Dataset, Tax Parcels, Address Points.
I also intent to publish the data via the OpenAddresses Publication platform and would request a waiver of fees for the request.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Phillips County Images are available by Canaan Title LLC on line. You will need to go there and set up an account.Most of the data you are requesting (parcel numbers, addresses, etc. are available through the Phillips County Assessors Office or East Arkansas Title Company. FYI requires that the records be available for review. Our office hours are 8-4:30, Monday - Friday, except when closed for legal holidays. The County Ordinance requires that we charge $0.50/copy. You are welcome to send a representative to our office, or you can register on line with Canaan Title, LLC. If you should desire to purchase a monthly zip of all recorded documents, the cost is $600/month. However, the Letter Agreement stipulates that Phillips County owns the records and the Purchaser cannot resale or post publicaly for resale.

Hello Lynn,
Per the Arkansas Code Title 24 Ch 19 § 25-19-105 Fees should not exceed the actual cost to duplicate the data. Since this request is not requesting modification to the data § 25-19-109 does not apply.
As such could you please provide a full breakdown of the fee and how it will be used in directly duplicating the records?
