The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good morning,

PHA will not be providing records because the request does not fall under
the Pa. Right-to-Know Law.

The email does not identify a requester and specifically says "This
request is not filed by a MuckRock staff member, but is being sent through
MuckRock by the above in order to better track, share, and manage public
records requests. Also note that improperly addressed (i.e., with the
requester's name rather than "MuckRock News" and the department number)
requests might be returned as undeliverable."

There is no requester name and at the bottom of the request itself is "e."

Under the Pa. Right-to-Know Law, a requester is defined in Section 102 as
"A person that is a legal resident of the United States and requests a
record pursuant to this Act. The term includes an agency."

As there is no person or entity identified as submitting the request,
other than a letter ("e"), it does not prompt a response under the
Right-to-Know Law.

Your request under the Pa. RTKL was received by me, as the Open Records
Officer for PHA, this morning, so the initial time period of five (5)
business days for response would start as of today (if no 30-day extension
is required, and I would let you know if needed).

Please note that your request does not include a time frame, which raises
issues regarding sufficient specificity -- a basis for denial under the
RTKL.

Therefore, I am asking whether you would like to amend it, to include a
time frame for records of: "All contracts, licenses, MOUs, MOAs, data
agreements, letters of intent, State of Work documents, Scope of Work
documents, and other agreement documents with SoundThinking or ShotSpotter
."

That would assist PHA in responding appropriately.

Good morning,

Your RTKL request is granted in part and denied in part, with the denial
only being as to four (4) phone numbers in the attached documents.

While the only responsive records that we have are attached, the following
redactions were made, due to the RTKL protection for cellular and personal
phone numbers in Section 708(b)(i)(A:

1) three (3) phone numbers were redacted on the Denver contract
(referenced in PHA's contract, so being produced), on the 48th and 54th
pages; and
2) one (1) phone number was redacted on the PHA contract, on the 4th page.
On the Denver contract, the Extended Price is blacked out, on the 23rd
page - but that was not done by us.

You have the right to appeal the redactions in writing to the Office of
Open Records (OOR), 333 Market St., 16th Floor, Harrisburg, Pennsylvania
17101-2234. If you choose to file an appeal you must do so within 15
business days of the mailing date of this response and send to the OOR: 1)
this response; 2) your request; and 3) the reason why you think the agency
is wrong in its denial. Also, the OOR has an appeal form available on the
OOR website at: https://www.openrecords.pa.gov/Appeals/AppealForm.cfm.
