Pursuant to Pennsylvania Right to Know Act, I hereby request the following records:
All communications between Mayor Michael Nutter's Office of Education and the Philadelphia School Partnership.
This request specifically seeks all emails, memorandums, reports, slide presentations, and any other records which bear a reasonable relationship to the subject of this request, exchanged between the Mayor's Office of Education and Philadelphia School Partnership (PSP). The records sought pertain specifically to the Great Schools Compact, as exchanged between the following parties:
Office of Education: Mayor Michael Nutter, Chief Education Officer Lori Shorr, and Deputy Education Officer Travis Larrier.
Philadelphia School Partnership: Mark Gleason, Michael Wang, Miles Wilson, Talia Stinson, Jessica Pena, TJ Hurst, and Harlan Rosen.
The time frame for this request includes communications from 1 January 2010 up to and including the date this request is officially processed.
Please note that as Askew, 65 A.3d 992 found, and which the Office of Open Records has concurred on numerous occasions with prior requests, the aforementioned items and phrasing thereof must be construed in a request's entire context, and your office should find it sufficiently specific.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Due to a staffing shortage at the Law Department and a large volume of pending requests, the City requires additional time to respond to your attached request. The City of Philadelphia (the “City”) greatly appreciates the prior extensions you have granted with regard to your attached Right to Know request. With the 10 day extension you most recently granted, the City’s response is due this coming Monday, September 8. The City is continuing to process your request and evaluate potentially responsive records, but unfortunately the City again requires additional time in order to do so. As an initial matter, many City employees were out of the office in the days surrounding the Labor Day Holiday. Additionally, personnel from the Mayor’s Office of Education are working on your request, but the imminent opening of City schools prevents them from being able to complete their work by September 8. We therefore ask you that you please grant the City an additional 15 day extension of time to respond to your request. With this new extension, the City’s response would be due by September 23.
