Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:
Copies of all "change requests" or reasonably similar correspondence sent to addresses that include the email domain "@deloitte.com" between Jan. 1, 2023 and Dec. 12, 2023.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

The PA Department of Human Services (department) received your below Right-To-Know Law (RTKL) request.
The RTKL requires a requester to submit to the agency a request that identifies or describes the records requested with sufficient specificity to enable the agency to ascertain which records are being requested. Office of the Governor v. Engelkemier, 148 A.3d 522, 530 (Pa. Cmwlth. 2016). A request must identify the subject matter, the scope, and the timeframe of the records sought. You provided a time frame of the records you are seeking. However, your request has no defined group of individuals whose records are to be searched nor does it identify any subject matter, but states that you are seeking "[c]opies of all 'change requests' or reasonably similar correspondence" which does not indicate some business of the agency and would likely lead to a broad universe of responsive records. Therefore, your request is insufficiently specific.
In order for the department to process your request, please identify a subject matter of the communications regarding "change requests" you are seeking. The subject matter of the request must identify the 'transaction or activity' of the agency for which the record is sought. Please also identify the specific people at the department (or a group, such as senior staff) that may have sent or received the communications you are seeking.
Your prompt response will be appreciated so that the department can continue working on your request.
