To Whom It May Concern:
Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:
Any and all records from January 1, 2019, to the date this request is processed, concerning initial election complaints to Pennsylvania's Department of State. The Department of State operates a form on its website to report election complaints, which can be publicly accessed at https://www.pavoterservices.pa.gov/Pages/ReportElectionComplaints.aspx. According to the form, these complaints are submitted to the Department of State and are then forwarded to the appropriate county officials. Please include as responsive all records of initial complaints submitted via this form, as well as complaints submitted via other means such as e-mail.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
Adrien Salzberg

2019 Primary Election Complaints
From: Adrien Salzberg
Thank you so much for this! As a follow-up, I was wondering if your agency has the actual substance of the complaints or if I would need to file a request with a separate agency?
From: Pennsylvania Department of State
The complaints are with the individual counties.
The spreadsheet is a tally of the complaints that were filed on our website, but those complaints are sent directly to the county.

Hi again,
Apologies for all the hassle, but I was hoping I could ask one more thing. I've sent records requests to the individual counties in the spreadsheet, but some are coming back saying they have no record of the complaint. Would it be possible to have someone in your IT department pull the forwarded complaints to the counties? Specifically I'm looking for a complaint from Cambria. Again, thank you so much for your help with my requests.
Best,
Adrien

I need to discuss this with the Director of Elections. She was out of the office today, and I was out yesterday. I will hopefully have some information to you by tomorrow.
From: Adrien Salzberg
Hello,
I'm just checking in to see if you've been able to speak with the Director of Elections?
Best,
Adrien

Good afternoon,
I have confirmed with the Department of State's Director of Elections that all complaints are distributed to the county board of elections and/or district attorney for investigation.
Thank you.
