The PA Department of Environmental of Protection's (DEP) Central Office, located in Dauphin county, transitioned to the yellow phase last week Friday, May 29th, upon which date we were authorized to begin responding to Right-to-Know requests received over the period of the COVID-19 closure that began on March 16th.
DEP's Central Office will be issuing an interim response letter to you via email on Friday, June 5th.

I am curious why your division is the only one to ask for payment. As far as I can tell many of these documents were already in digital format. Please advise as to how I dispute your payment request and request a refund. You cannot charge a "copying" fee for electronic documents.
