To Whom It May Concern:

Pursuant to North Dakota Constitution, Article XI, Section 6, and the North Dakota Open Records Statute, N.D.C.C. ยง 44-04-18(1), I hereby request the following records:

Any Special Threat Assessment Reports (SETA), after action reports, lists of equipment used, and written communication with the North Dakota Governor's office and the Morton County Sheriff's Department concerning the Standing Rock NoDAPL protests in southern Morton County. This includes emails. Considering the protests began in mid August, and then Governor Jack Dalrymple instituted a state of emergency on August 19th 2016, I would like a records search that begins on August 15th 2016 to the date that this request is processed on.

As a member of the news media working for MuckRock News I request that a fee waiver for my request be granted. My work has been published by national outlets. My work for Motherboard can be viewed at the following link: http://motherboard.vice.com/author/cwaltman

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Sincerely,

Curtis Waltman
