Pursuant to the North Carolina Public Records Law, I hereby request the following records:
North Carolina State Bureau of Investigation Records
1. The number and demographics (gender and race) of individuals filling the following positions for the relevant time periods under the following SBI Directors: Bryan E. Beatty (1999–2001); Robin Pendergraft (2001–2010); Greg McLeod (2010–2014); B.W. Collier (2014–2016); and Robert Schurmeier (2016–present). Please provide the number and demographics as of the date when the Directors were selected to the position and the date when the Directors left the position:
Positions
• Non-sworn employees,
• Sworn SBI agents,
• Assistant Special Agent in Charge,
• Special Agent in Charge,
• Assistant Director,
• Deputy Director, and
• All other SBI employees.
2. The job descriptions, including job duties and required qualifications, in effect between 2011 and the present, for the following positions: Sworn SBI Agent, Assistant Special Agent in Charge, Special Agent in Charge, Assistant Director, and Deputy Director. For each job description provided, please include the effective dates.
3. The organizational charts providing the chain-of-command for all sworn positions created and in effect from January 1, 2016 to the present.
4. Pursuant to N.C. Gen. Stat. § 126-23, please provide the job history for all SBI employees and agents, including sworn SBI agents/officers and non-sworn employees, since January 1, 2015, specifically:
a. Name,
b. Date of original employment or appointment to State service,
c. Separation Date,
d. Current title,
e. Current salary,
f. Date and amount of each increase or decrease in salary, and
g. Date and type of each promotion.
5. All positions within the SBI which were filled by appointment rather than posting, applying, or interviewing through the selection process since January 1, 2016 to the present, including the name, date, title, gender, and race of all individuals appointed.
6. Documentation of any policies, procedures, guidelines, and practices in effect from January 1, 2015 to the present regarding:
a. Record retention;
b. Hiring;
c. Recruitment;
d. Retention;
e. Succession planning;
f. Long term planning;
g. Job postings;
h. Promotions;
i. Selection committees;
j. Performance evaluations;
k. Training;
l. Coaching; and
m. Mentoring
7. Any and all documentation of internal diversity efforts by the SBI from 2011 to the present, including but not limited to reports or memos to management, suggestions, recommendations, committees and councils, and council members.
8. Any communications between the Governor’s Office, the Attorney General’s Office, or the Office of the Chief of Staff for the State of North Carolina and the SBI, from 2011 to the present regarding discrimination, retaliation, and diversity and the SBI, including diversity within management.
9. Presentations made to the North Carolina State Legislature from 2016 to present.
10. Openings cancelled after the promotional process started by listing the position title and date from 2016 to present.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
