Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:
Any communications or correspondences, including emails, photographs, legal memorandums, shared policies or procedures, training manuals or documentation, or invoices between the between the New York City Police Department and the Taxi and Limousine Commission of New York City concerning the New York Police Department's use of vehichles resembling New York City Taxis.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good Afternoon Mr. Guariglia,
The Taxi and Limousine Commission (TLC) hereby acknowledges receipt of your Freedom of Information Law (FOIL) request dated June 29, 2015. Specifically you requested:
"Any communications or correspondences, including emails, photographs, legal memorandums, shared policies or procedures, training manuals or documentation, or invoices between the between the New York City Police Department and the Taxi and Limousine Commission of New York City concerning the New York Police Department's use of vehicles resembling New York City Taxis."
We have located documents which are responsive to your request. Attached you will find correspondence between the TLC and the New York City Police Department (NYPD), with identifying components of the NYPD-owned vehicles redacted. The documents that we have enclosed are partially redacted pursuant to ยง 87(2)(e)(i) and (iv) of the New York State Public Officers Law (POL), which states that the disclosure of documents that would interfere with law enforcement investigations or reveal criminal investigative techniques or procedures, except routine techniques and procedures, may be denied by the agency. Further, we are withholding the lists of NYPD vehicles resembling TLC vehicles in their entirety pursuant to section 87(2)(e)(i) and (iv).
You may file an appeal concerning the information in your request which has been denied within thirty (30) days of the date of this letter in writing to Mr. Christopher Wilson, General Counsel at the address below.
