Training plan documentation submitted by New Mexico State University Police to the Department of Defense's NM state coordinator for the use of 1033 equipment and vehicles - as described in the below statement from Michelle McCaskill, spokesperson for the Defense Logistics Agency:

"It has always been the responsibility of each state’s designated coordinator to ensure that each and every Law Enforcement Agency (LEA) is trained on the equipment they received from the 1033 program. LEAs are required to certify to DoD through the state coordinator they have a training plan for an asset that requires specialized training, to include armored vehicles and aircraft, before the equipment is issued. LESO receives a copy of the plan only – the approval process is at the state coordinator level."

If any supplementary training material was included with the proposal (e.g. a powerpoint such as this: https://s3.amazonaws.com/s3.documentcloud.org/documents/2162544/responsive-documents.pdf), please consider this within the parameters of the request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

This is to confirm receipt of your request. In order to fulfill your request, we need some clarification. Are you only interested in materials submitted to the state, or are you wanting a copy of all training materials? Also, do you want training specific to a single item (e.g., a particular vehicle), a grouping of equipment (e.g., medical supplies), or all equipment ever obtained through the 1033 program? This makes a significant difference in the scope of the materials that might be responsive to your request. Finally, are you looking for copies of the actual training, or just a training plan or certification?

I have compiled a copy of the requested training materials which consists of 35 pages. Per your request prior to furnishing the records, I am notifying you that the price for the records will be $17.50. I can certainly furnish them to you electronically via email attachment as you requested. I would like you to know up front that there has been a significant amount of information redacted from the training slides for two reasons. Some of the information contained in the training materials was obtained from an official manual on the operation of the MRAP authored by the Federal Government. In accordance with markings on that official document, we have redacted certain information that we are not authorized to release. A request for access to that document must be made through the Department of Defense. Other information that was redacted was information related to tactical response plans involving the MRAP that were prepared by our department.

Please let me know if you would like us to proceed with furnishing you the records. If this is agreeable to you, I would need you to send a money order payable to the NMSU Police Department to the following address:

Sorry for the delay in response. I did send you a response email last week but apparently at the time, my email account was in disrepair. It has been repaired now.

I did go ahead and prepare the documents that you requested. I have 35 pages from our MRAP Operators Course. The charge for the documents will be $17.50. I would like to let you know ahead of time that there has been a significant amount of information that has been redacted from the documents for two reasons. A majority of the redactions are drawings and wording obtained from an Official US Government operators manual for the MRAP. The manual is labeled as restricted and since we are not the authors of that manual, we cannot release the information obtained from it. Access to that document must be obtained from the Department of Defense. Other information redacted is related to the NMSU Police Department Tactical Response Plans. I can certainly furnish you the documents electronically as requested once payment is received. Please let me know if the charge is acceptable to you. If so, you can send a money order for $17.50 to the NMSU Police Department Records Section, MSC 3187 PO Box 30001, Las Cruces, NM 88003. Once the payment is received, our Records Custodian Davida Norris will convert the records to electronic format and will email them to you.
