Pursuant to the New Mexico Inspection of Public Records Act, I hereby request the following documents:

An index of files related to Mexican military staging or basing operations in or from New Mexico or Fort Bliss.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

In December 2013, I sent you two public records requests.

One, sent December 9 from a different email address, sought records relating to Mexican police. It asked for "An index of files relating to Mexican police basing or staging operations in New Mexico or Fort Bliss. Please limit this request to all responsive documents generated from Dec 31, 1999 and the date this request is processed." You replied to that with a February 11 note from Regina Chacon, stating that the DPS has no responsive records regarding Mexican police basing or staging operations in New Mexico or Fort Bliss. Thank you.

My other request, however, sent December 3 from this email address, sought records relating to Mexican military, NOT Mexican police. It asked for "An index of files related to Mexican military staging or basing operations in or from New Mexico or Fort Bliss" and was followed-up with "Please limit this request to all responsive documents generated from Dec 31, 1999 and the date this request is processed." You replied to it with the same February 11 note from Regina Chacon that refers to Mexican police.

In short, I sent one public records request about Mexican police operations and one public records request about Mexican military operations, and you replied to both with the same note saying no records for Mexican police operations. That leaves my question about Mexican military operations unanswered.

Could you please reply, to this email address, regarding my request for records referring to Mexican *military* staging or basing operations in or from New Mexico or Fort Bliss, records generated anywhere from Dec 31, 1999 to the date this request is processed?
