Pursuant to the New Hampshire Right to Know Law, I hereby request the following records:

A complete copy of the “Replacing Stolen SNAP Benefits: State Plan” submitted by the state of New Hampshire to the U.S. Department of Agriculture on 2/27/2023.

The plan was required to be submitted by federal law on 2/27/23 and according to the USDA website below, it was approved on 06/13/23: https://www.fns.usda.gov/snap/replacing-stolen-benefits-state-plan-approvals

In order to help to determine my status to assess fees, you should know that I am a journalist with Scripps News, I request this information for news gathering purposes. Scripps News is a national news network and a subsidiary of the E.W. Scripps company.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am general counsel for Division of Economic Stability and Bureau of Family Assistance, which administer the SNAP program for the state of New Hampshire.

I am responding to your Right To Know Request dated July 17, 2023. Attached please find the final version of the State Plan for the Replacement of Electronically Stolen EBT Benefits, 2023 approved by FNS on June 13, 2023.

You had requested the state plan that was submitted to the USDA on February 27, 2023. The version of the state plan submitted in February was a preliminary draft. Several revisions were made to the based on FNS feedback before approval of the attached state plan. Preliminary drafts are exempt from right to know requests, pursuant to RSA 91-A:5 IX. However, I hope the attached final state plan will serve the purpose of your right to know request.
