The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

This request concerns identifiable operations of the Natrona County School District. This request is meaningfully informative to the public. The release of the requested information will greatly contribute to the public's understanding of the operations of the Natrona County School District. I am counsel for NCSD#1. NCSD#1 is unwilling to waive the above aforementioned fee. I will have the NCSD#1 prepare the requested materials. I will then have to review those materials for privilege. It is not for you to question whether is privilege or not. There is the potential for common law and statutory privilege to apply to any email within the district, that is why they need to be reviewed. Maintain your lane. I will do my job, and you do yours.

With all due respect, I have previously recieved public emails from the district that did not need to be screened for "privileged" information. It seems as though the goal here is to block transparency on this particular issue. That being said, please amend my inititial request to include communications to and from publically available email adresses only. thank you for your time on this matter.

I am willing to pay the invoice for "proffessional staff", which I assume are similar to filing fees. I am not willing to pay the invoice for a legal team to confirm that emails between public employees are "public information" as they are already legally designated as such. It appears as though you have alterred the invoice to remove "legal" at 8hrs. billed and replaced it with an additional 8hrs. of "proffessional staff. If this is intentional, this quite obviously shows how arbitrary your billing methods are and further illustrates that the purpose of billing is to prevent the access to public information. If this was in error, please correct the invoice to reflect the original "proffessional Staff" hours billed (2hrs @ $50/hr.) and i will submit payment in that amount.

The NCSD still has to review internally and redact student information under FERPA. As such, NCSD removed the legal fees (since I was not going to review), as originally that was under legal, and added that time to a staff member who would need to spend time reviewing each email for private student information. It still hast to be reviewed, pulling information is not enough.
