Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:

Public reports state (https://www.inquirer.com/politics/philadelphia/philly-epollbook-electronic-systems-should-not-be-used-city-says-20190917.html ) that “'the city observed several problems with KNOWiNK’s poll book system' during a test election conducted last month, the city’s acting chief administrative officer, Stephanie Tipton, said in a letter Tuesday to the acting board of elections." "

"The observed problems included failures to properly connect to voting machine printers and inadequate election night reporting,” Tipton wrote. "Upon a review of the Pilot Election results, a project management team … concluded that it does not have confidence that KNOWiNK’s poll book system will be able to perform reliably for this November’s election. We believe the city should not use this electronic poll book system in an election unless there is complete confidence that it will perform reliably.””

Therefore, I hereby request the following records:

1) All reports, presentations, and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), about this pilot project. This includes A) any notes taking during meetings that discussed the pilot, B) any explanations (whether internally or externally generated) about how the incident occurred, and C) any other document that has been used to help explain how the incident occurred, including internal documentation, public relations materials, and executive summaries.

2) Any digital communications (including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) about or that mention the pilot project. If a date limit must be imposed, please search between Jan. 1, 2019 and the time this request is processed.

3) Any digital communications (including but not limited to emails and text messages) with employees of KNOWiNK. If a date limit must be imposed, please search between Jan. 1, 2019 and the time this request is processed.

4) Any contracts, memorandums of understanding, presentations, or other documents between the city and KNOWiNK.

These documents will be used by VICE Media in the course of news gathering and journalism in the public service. They will be used to inform reporting for www.vice.com, an international media organization.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

COVID-19 PROCESSING DELAY NOTICE: On March 13, 2020, the Mayor of Philadelphia issued a Declaration of Emergency Related to the Known and Potential Presence of the Novel Coronavirus COVID-19 in Philadelphia, recognizing that COVID-19 constitutes a local disaster emergency.
