Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:

A copy of the bid submitted in response to Amazon's request for proposals for the site of its second headquarters, any contracts with third-party providers for services rendered regarding the Amazon HQ2 bid, and any marketing budgets regarding Amazon-related expenditures from September 1, 2017 to the date this request is received.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Dear Ms. Lustig,

I am writing on behalf of the custodian of the records for which you have made application under the Maryland Public Information Act. Your application was received on or about November 6, 2017, and is being processed. Pursuant to Md. Code Ann., Gen. Prov. Section 4-203(b)(2) I am notifying you that, based upon the nature of your application and the time it will take to review the requested records, it will take more than 10 working days to produce any records responsive to your application. The Custodian estimates it will take at least 30 days to produce the requested records for inspection. In addition, consistent with the advice of the Maryland Attorney General, Maryland Public Information Act Manual 3-46 (14th Ed., Oct 2015), the Custodian may provide persons potentially affected by the release of any records an opportunity to file a "reserve PIA action" before those records are released. Enclosed is a copy of the County's MPIA regulation and fee schedule. The MPIA provides that the Custodian may not charge a fee for the first two hours of time needed to search for the requested records and prepare them for inspection. If more than two hours of time is needed and if the Custodian intends to request payment for that additional time, the Custodian will contact you and will let you know of any demand for prepayment of fees.

Dear Ms. Lustig,

I am writing to you on behalf of the custodian of the records you seek. As part of its processing of your MPIA application, the County has contacted persons potentially affected by the release of the requested records so that they may advise the County of their views and potentially seek judicial intervention to protect records and/or information from disclosure. This is the process recommended by the Attorney General. See MPIA Manual (14th ed. 2015) 3-47. As a result, the County's final response to your request will be delayed. I anticipate that the County's response will be available by early January, perhaps sooner.
