Pursuant to the Mississippi Public Records Act, I hereby request the following records:

1. Body- and dash-mounted camera or audio recordings of the August, 5, 2022, arrests of Eugene Lewis, Packer Lewis, and Darius Lewis. (See: Tansia Kenney, Mayor ‘alarmed’ and ‘disturbed’ by video of handcuffed Black man’s arrest in Mississippi, Charlotte Observer (Aug. 8, 2022), https://www.charlotteobserver.com/news/nation-world/national/article264294406.html.).

2. any incident or arrest reports concerning the events described in (1).

3. Any department emails, photographs, or other documents related to the events described in (1).

4. Policies, guides, manuals, memoranda, or training materials related to the public’s ability to record MHSP officers. This request is limited to policies, guides, memoranda, or training materials currently in use or relied upon by the MHSP.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Regarding #1, the following link was provided to the public via press release regarding the dash cam video: https://www.dropbox.com/s/ilp3y53dbrgr0s7/MHSP_Vid_Full_Sync.mp4?dl=0. There is no body cam video responsive to your request.

Regarding #2 and #3, pursuant to the provisions of Miss. Code Ann. §25-61-12(2)(a) and Miss. Code Ann. §25-61-3(f) investigative reports are not subject to disclosure. Therefore, we cannot provide the records.

Regarding #4, we have no information responsive to your request.

The attached press release was also provided to the public.
