Pursuant to the Minnesota Government Data Practices Act, I hereby request the following records:

1) A copy of the Minnesota DNR Mobile Response Team (MRT) Incident Command System (ICS) and ICS organizational structure.

2) Manuals and other training material used by the Minnesota DNR MRT.

3) A copy of the Minnesota DNR MRT field force rules of engagement.

4) A copy of the Minnesota DNR MRT field force training schedule.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Neef,

The Minnesota Department of Natural Resources (DNR) received the three attached data requests from you on February 6 and February 7. Pursuant to the DNR's public data access policy (copy attached), the DNR will proceed with completing search and retrieval for the requests in the order in which they were received.

Regarding the February 7 request for any records that mention Michael Harrington, Line 3 Security Team Lead and/or Enbridge: conducting a search for both terms together is relatively straightforward. However, is it your intent to search for any record where "Enbridge" is the only term? If that is the case, the search will cast a vast net and most likely will result in a large number of records unrelated to Line 3.

Note that copy costs will apply to all search and retrieval time, i.e., the Minnesota Government Data Practices Act does not exempt noncommercial users from applicable charges. If you want to clarify your intent or narrow your request that will help us provide the records you want and reduce your costs. (Copy costs attached.)

The DNR notes that these requests do not involve a request for data by a data subject, and, thus are not subject to a 10-day compliance period. As noted above, the DNR will proceed with each request in order and contact you once the data has been gathered and advise you of any related costs. Once the costs have been paid, the DNR will provide the data electronically and move on to the next request. As I previously indicated to you on February 12, 2019, the Minnesota Department of Natural Resource's (DNR) public data access policy provides that the DNR proceed with completing search and retrieval for requests from the same requester in the order received.
