The Minnesota Office of Pipeline Safety (MNOPS) has worked to compile the requested items in follow up to your Minnesota Government Data Practice Request as follows:

Emails mentioning "Line 3" and/or the "Northern Lights Task Force" (aka "Northern Lite Task Force") between October 5th, 2018, and present.
Due to the phrasing of the request, "Line 3" is contained in many emails. This includes purchase order lines include the designation "Line 3" and other lines designated as "Line 3" that are not operated by Enbridge and are in other areas of the state. These items as noted been included in the provided information.

The data includes email correspondence noting the items as listed in your request pertaining to the Enbridge Line 3 and/or Northern Lights Task Force. In review of this data, correspondence with the Enbridge, Law Enforcement and the Pipeline and Hazardous Materials Safety Administration was identified. In the data provided, you will find items redacted by Enbridge referring to security information, this includes names and contact information of Enbridge personnel as noted in Minnesota Statute 13.39. Law Enforcement information has been redacted from the request as noted in Minnesota Statute 13.82. Correspondence with the Pipeline and Hazardous Materials Safety Administration was redacted as confidential/security information and may be obtain via a federal Freedom Of Information Act request (https://www.phmsa.dot.gov/foia). Redacted items from PHMSA include inspection planning information, related correspondence and PHMSA State Program Grant Guidelines. Redacted MNOPS timesheet items pertain to employee sick leave.

MNOPS has received your check for covering the costs associated with this request. MNOPS will be sending the requested information to you via a thumb drive sent via mail.
