We've tried to provide the data sent to other requesters several times now. The vast majority of the files sent are PDFs, with a few voice files and some Excel files that would be very difficult to use if converted to PDF. These are in zipped folders, because there are hundreds of documents. We have sent them by email and also on a CD. Other requesters have been able to open these files sent via those methods.
We can certainly provide the files via an FTA file-sharing website, if you need, but I am beginning to suspect that the technical issue is with on your end, and won't be fixed by us sending the files again. I've been told by our tech people that any Windows or Mac system 2010 or newer should be able to open these files, and without information about the specific issue you're having, we can't provide any more guidance.
Please let us know if you'd like us to resend the files via an FTA link.

We spoke last week about your public records request to the City of Saint Anthony. The City has sent the documents to you three times - twice via email and once via a mailed CD. I understand you are having trouble opening the files, and you have requested hard copies of the documents. I indicated that the City would be seeking reimbursement of photocopy and mailing costs. The City will also seek reimbursement for time spent fulfilling this request. See Minn. Stat. 13.03, subd. 3(c) (allowing government entity to charge for copying costs, time, etc.).
Below are the estimated costs:
4,767 pages x $0.12/page = $572.04
CD for files that can't be easily printed (Excel, audio, etc.): $20.00
Estimated shipping 2 boxes @ 40 lbs. each: $194.70
Time spent fulfilling this request: $265.00
Total: $1,051.74
Before incurring those costs, the City will require pre-payment of 80% of the estimated cost. A check for $841.39 (80% of estimated cost) should be made out to "City of Saint Anthony Village" and sent to my attention. We will then provide the documents along with an invoice reflecting actual costs and any balance owed. Please let us know if you would like to proceed in light of these costs and, if so, please provide the payment.
