From: Andrew Quemere

To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

* All video advertisements/public service announcements featuring Secretary of the Commonwealth William Galvin

* All raw footage that was recording during the production of these videos

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Andrew Quemere

Cassandra,

I don't think these are all the videos that Secretary Galvin has appeared in. I recall seeing on TV another ad about the Address Confidentiality Program, and I believe there may be additional videos as well. I ask that you please conduct another search for responsive records.

Thank you,
Andrew Quemere

Hello Mr. Quemere,

The office has a number of PSA’s in various formats, could you please be more specific in your request so we can provide you the proper fee estimate. Some of the earlier formats can be expensive to copy.

Thank you.

Cassandra,

I am looking for any PSAs that were televised or intended to be televised and feature Secretary Galvin. Do you think you could clarify your statement that your "office has a number of PSA’s in various formats?" Do you have a rough idea of how many PSAs there are and what formats they are recorded on?

Thank you,
Andrew Quemere

From: Chung, Cassandra (SEC)

Hello Mr. Quemere,

To the extent they exist, the PSAs are in varying formats including reel-to-reel, Beta, VHS, and DVD. We will prepare a fee estimate and provide it to you for your review.

Hello Mr. Quemere,

The cost to transfer the video clips from a variety of formats to .MOV files on a USB drive would be $2,125.00. This is assuming that none of the tapes are in any disrepair.

Please let us know how you want to proceed. Thank you.

From: Andrew Quemere

Cassandra,

Thank you for your response. How many hours and what hourly rate is your estimate based on?

Best regards,
Andrew Quemere

From: Chung, Cassandra (SEC)

Hello Mr. Quemere,

The estimate is based on a fee provided by an outside vendor. The copies of the PSAs were provided to our office over the years utilizing older technology, and exist in a variety of formats, including, for example, reel to reel, Beta and VHS. For this reason we do not have the means to copy these records in-house.

From: Andrew Quemere
