Please forward the original purchase agreement for STARCHASE, the original documents outlining its use and reason for purchase.

all training documents/manuals/power points/ all policies about the restrictions on its use, all email, notices, communications to officers to keep this technology secret from the public
all training materials, dates and attendees for the STARCHASE, any WACS or RCW's related to the useage of the starchase. communications and policies regarding the misuse or collateral damage from STARCHASE useage.

all email communications involving the STARCHASE technology useage by the PACT Team, Staben or Oien from July 1st, 2019 to present

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The City of Lynnwood is writing in response to your above-referenced records request.    A portion of the records responsive to your request is now available.  An installment of records identified as responsive to your request is accessible to view and download at the City’s Records Portal.
