Dear Louisiana State University,

Pursuant to the Louisiana Public Records Law, I hereby request the following records:

I am a student at Tulane University. I am requesting public records from the Louisiana State University’s AG Center under the Freedom of Information Act. I am seeking the following documents for the period from January 1, 2015, to the present:

1. Official memos, policy documents, and guidelines concerning the medicinal use of marijuana.

2. Correspondence between the Louisiana State University’s medical research facilities, including, but not limited to, the AG Center’s Ruston facility and the government of Louisiana.

3. Any reports, studies, or assessments conducted or commissioned by the Louisiana Department of Health concerning the medicinal properties and uses of marijuana.

These documents will provide me with educational insight into medical marijuana, its regulation, and its impact on the medical community and patients in Louisiana.

I am willing to pay any reasonable fees associated with the production and delivery of these documents. Please inform me of any charges in advance. Thank you for your attention to this request. I look forward to your prompt response within the statutory period.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

If there are fees, I would be grateful if you would inform me of the total charges before fulfilling my request. If available, I prefer the request to be filled electronically, by e-mail attachment, or on CD-ROM.

This email is to respond to your Public Records Requests made in your email below, pursuant to Louisiana Public Records Law. Please see below for LSU's responses to your request.

1. The LSU AgCenter does not have any official memos, policy documents or guidelines related to the therapeutic use of cannabis.

1. Your request, as stated, is overly broad and vague. It is not limited by specific sender or recipient. As submitted, it is not possible to formulate a search query and perform a comprehensive computerized search that would be certain to capture all potentially responsive material. Nor would it be possible to perform a search without capturing an enormous amount of extraneous, unresponsive material that would make necessary segregation and redaction unreasonably burdensome and expensive. For these reasons, LSU is not able to respond to your request at this time. See LSA-RS 44:33.A(2). Please be reminded that the LSU AgCenter has contracted with a third-party vendor through the public bid process for the production, formulation, and distribution of therapeutic cannabis in compliance with LA RS 40:1046-1047, and the AgCenter would not have access to records between the Supplier's "Ruston Facility" and "the government of Louisiana."

1. The LSU AgCenter is not aware of any completed studies, reports, or assessments commissioned by LDH related to medicinal properties and uses of cannabis. LDAF is currently working to comply with Senate Resolution 96 by Senator Mizell. The attached summary of LSU AgCenter research initiatives (submitted to the Joint Health and Welfare legislative committee) was provided to LDH to support their effort. However, these research projects are currently underway and preliminary data/information is not available for distribution.
