While we do not concede that our original request is overly broad or unduly burdensome, for the sake of expediency we are modifying our request to ask for a portion of the original requests:
"All responsive records provided between Dec 1 2018 and Apr 18 2019 (inclusive) via, by, or through the County Counsel's office to PRA requesters (regarding any County department), sent using email or the County's file share system"
Regarding your prior objections:
1. Note in the updated request, we do not need the request letters or response letters. Since we are asking solely for records you have previously released to the public there should be no problem re-sharing them with us, and redaction/withholding labor should be minimal to none (Govt Code 6254.5 - "Notwithstanding any other law, if a state or local agency discloses a public record that is otherwise exempt from this chapter, to a member of the public, this disclosure shall constitute a waiver of the exemptions specified in Section 6254 or 6254.7, or other similar provisions of law. ...").
2. On prior information regarding how PRA requests are handled by your County, we believe the Counsel's email and file sharing systems do in fact have the PRA emails for other LACo departments, since it is generally your attorneys who communicate with the requestors. We don't need you to search the other departments' systems - only the Counsel's. If we miss some of the records because they were sent directly by the department without going through the Counsel, we are ok with that.

There is no further way to limit the records we have requested as far as we know.
The search of your Counsel employees should be able to be done at your email server/provider administrative system (MS Exchange, Google Apps, etc.) and should not need individual searching by each employee.
You are obligated to provide us aid under Govt Code 6253.1(a)(1-3):
"(1) Assist the member of the public to identify records and information that are responsive to the request or to the purpose of the request, if stated.
(2) Describe the information technology and physical location in which the records exist.
(3) Provide suggestions for overcoming any practical basis for denying access to the records or information sought."
So if you continue to deny our requests, please let us know how to retrieve the CPRA records you have provided to other members of the public between Dec 1 2018 and Apr 18 2019.

1. Pg. 125-128 appear to be barely readable - they are a spreadsheet of some sort. Is that the record as you possess it, or is there a higher resolution version (seems like this might have been printed/scanned repeatedly)?
2. The messages you refer to are automatic messages from MuckRock so that agencies don't forget about the request nor deem them constructively withdrawn for lack of follow-up. I've set the next date to July 20th - you can ignore the automated messages unless something changes.
