Pursuant to the Minnesota Government Data Practices Act, I hereby request the following records:
Any and all records from the past two years (December 2021-December 2023) regarding your rental licensing ordinance and crime free multi-housing program that will be referred to as "ordinance" and "program" in this request respectively but could be known (but not limited to) as "Licenses" as described in section 1009.40 through 1009.51 of Lino Lakes' city code.
Please provide any and all written records (including but not limited to hard-copy documents, memos, emails, word processor documents, PDF documents, PowerPoint files, images files, video files etc.) regarding the Ordinance and Program including but not limited to:
• any training/presentation materials used in communication, promotions, workshops, seminars, etc
• evictions and or notice to leave's filed by property owners and number of tenants removed from properties as a result of the ordinance and program
• suspensions or revocation of a residential rental license, against property owners who fail to comply with the requirements of the ordinance
• police calls, reports, citations, or arrests, collected by the municipality police department for the purpose of enforcing the ordinance
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Pursuant to the Data Practice Policy for the City, fees will apply if the page count for the responsive data exceeds 10 pages. An invoice will be remitted to you for payment before any responsive data is released. Until the data is compiled, I cannot provide you with an estimate on fees, if any. Please advise if you wish to proceed with the request.

The City of Lino Lakes is still processing this data request. Once all responsive data has been compiled, you will be provided an invoice for payment and upon payment of the invoice, all responsive data will be released. Because the data is still being compiled, an estimate of the costs is not available. Per the Lino Lakes Data Practices Policy, you will be charged $0.25/page up to 100 pages; if the data exceeds 100 pages, the invoice will reflect staff search and retrieval time.
Pursuant to the MGDPA, data must be provided in a reasonable amount of time. The data will be provided to you within a reasonable amount of time. A 10-day timeline does not apply to this request. Please see Minn. Stat. 13.03 and Minnesota Rule 1205.0300.

As the work week closes out, I wanted to provide an update to you on the status of this request. Staff continues to search and retrieve information, including emails. As of this time, the responsive data far exceeds 100 pages so fees will be assessed for staff time to search and retrieve the data. I hope to have this request finished up in the coming weeks assuming staff is able to continue the current search and retrieval schedule in addition to other job responsibilities.

Greetings,
The invoice for the requested information is attached. Because the data far exceeded 100 pages, the city policy requires the fee to be assessed at staff time for search and retrieval (time for review and redaction is not billed and has not been included on this invoice). There were several staff members involved in the search and retrieval process; per the Minnesota Government Data Practices Act and the City of Lino Lakes Data Practices Policy, the fee has been assessed at the lowest of the hourly wages of those staff members who assisted in search and retrieval.
Further, due to the volume of the data, I will be mailing out a flash drive once the invoice has been paid. Payment can be made here: https://linolakes.merchanttransact.com/PayInvoice
Enter the customer number shown on the attached invoice and then the business name as shown on the invoice. Otherwise, a check may be mailed to the address shown below in my signature block.
