This message is an update as it pertains to your request.

 

Our email count containing the exemption statement of RCW 42.56.420 is 10,652 emails.  Each email will need to be carefully reviewed for any content that may be exempt and then converted to an PDF and redacted. 

 

In addition, applicable records staff has identified 12,000 archive boxes at off-site storage in which every file in each box will need to be individually reviewed for the phrase/statute within your request for potentially exemption information. Each record will need to be redacted and then scanned.  As per the Port of Seattle Fee Schedule under the Washington state Public Records Act, (RCW 42.56.120) for large productions of paper records, the Port may use an outside vendor and  charge actual cost of the copy service including postage and the shipping container (i.e. box or large envelope).

 

Based on the number of emails, boxes at off-site storage, the time it will take to review and scan the paper records and the number of other requests the Port is already processing, we estimate it will take up to five years or more to complete your request.

 

If you would like to narrow or amend your request, please clarify. If there is something specific that you are looking for, please specify and we can focus our efforts specifically on that rather than a large amount of emails and files you may not need or want.

 

Please expect the first installment of emails on or before April 12, 2019. Please be advised that the Port’s estimate for a response to your request is based upon the number of requests and volume of records sought in requests that the Port is already processing.  In addition, the records you have requested are those for which certain exemptions from the Washington Public Records Act (Act) are often applicable.  As a result, the content of each record needs to be carefully reviewed by Port staff to determine the applicability of potential exemptions for each record.  For records where exemptions are applicable, the Port will provide a privilege log as required by the Act.
