Communications
From: Andrew Perez
To Whom It May Concern:
Pursuant to the Kansas Open Records Act (K.S.A. 45-215), I hereby request the following records:
Copies of all available emails, documents and email attachments exchanged between officials at the Kansas Attorney General's Office and individuals affiliated with the Rule of Law Defense Fund and the Republican Attorneys General Association, between June 1, 2017 and January 5, 2018.
Please understand “officials” to include individuals holding the following titles: Attorney General; Chief Deputy Attorney General; Chief of Staff; and Deputy Chief of Staff.
For email addresses affiliated with the Rule of Law Defense Fund, please use email addresses that contain the domain: “@ruleoflawdefensefund.org.” For email addresses affiliated with the Republican Attorneys General Association, please use email addresses that contain the domain: “@RepublicanAGs.com.”
Please note that we are specifically requesting copies of any files or sign-on letters referenced in these emails that were uploaded to the RLDF "briefing room" at the website: "https://rldf.box.com." Sending a file through a unique link is analogous to sending a file via an email attachment, so these files should be considered public records.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.
Sincerely,
Andrew Perez

I have mailed a check to pay for both of our requests - the one dated 11/4/17 and the one dated 1/6/18. Thank you.
From: Andrew Perez
Can you please confirm you've received our check for this request as well? And can you please let us know when we should expect records from this request?
From: Andrew Perez
Ms. Whelan,
We sent in a check for this over a month ago and we haven't heard anything. I have tried calling multiple times to make sure you received it and to find out when we'll receive the responsive documents. Can you please let us know?
Thanks,
Andrew

Ms. Whelan,
Can you please provide us with the records we paid for this week? It has been almost three months now.
Using public records requests is a key part of my job and I have sent hundreds of them at this point. I have never experienced a situation like this with any other government agency where we have to wait multiple months for records after providing payment.
I would greatly appreciate a swift resolution to our requests.
Thank you,
Andrew
