Pursuant to the The Kansas Open Records Act, I hereby request the following records:

Yearly unduplicated headcount data for all public higher education institutions in Kansas for all academic years from AY 2000-2001 to AY 2014-2015

Yearly full time enrollment for all public higher education institutions in Kansas for all a academic years from AY 2000-2001 to AY 2014-2015.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Ms. Bowers,

The Kansas Board of Regents has a self-serve reporting tool to which we refer you where you can download into Excel the enrollment data for Academic Years 2008 to 2020 on both a headcount and FTE student basis. From our main page at https://kansasregents.org/, navigate to Data, and to KHEStats. On that page you can select the Enrollment tab, Trend Tables/Enrollment Summary as shown below. Select the "Year", "Report Type" and "Output Type". Changing the "Year" to an earlier year will display data five years prior to the year selected.

For 2005 to 2008 data, you can access our archived website by clicking "Fall Census" and "Archived Reports" within the same site.

Then use the breadcrumbs and drop boxes to navigate between archived reports.

Except for a report showing fall data in the years 1999, 2000, and 2001, attached, 2002 to 2004 would require the creation of a new report from our older data collection that does not represent the same enrollment information as we now report in standard formats on our reporting tool. Under the Kansas Open Records Act, a public record is "any recorded information, regardless of form, characteristics or location, which is made, maintained or kept by or is in the possession of: (A) any public agency; or (B) any officer or employee of a public agency pursuant to the officer's or employee's official duties and which is related to the functions, activities, programs or operations of any public agency." K.S.A. 45-217(g). The Kansas Attorney General has opined that the KORA does not require the creation of a record for purposes of responding to a records request.
